If you want to commit a crime but don't do it, is it a crime to say it?

The law does not punish the heart, you can think in your heart or you can think evil. As long as you don't do it, the law will not punish you.

For example, if you want to commit a crime, you told others, but there is no actual crime, just talking casually. This is not a crime, and the police can't arrest you. Even if you call the police, the police can only talk to you about criticism and education. You can't enforce the law just because you haven't committed a crime.

People must break the law before the law can punish them. Just like defending rights, you can't defend rights unless your rights are violated. This is the simplest truth, and a conviction can only be made on the basis of objective facts. Just a psychological idea (without objective facts) is not a crime.

The idea that you would rather kill a thousand people by mistake than spare one person is not protected by law, and that is feudalism. It was an imperial society, not a society ruled by law.
