Strengthening geological environment work and serving economic and social development

In recent years, the land and resources system of Shandong Province has conscientiously implemented the Scientific Outlook on Development, promoted the closer integration of geological environment work and social development, and actively served economic construction, and achieved remarkable results.

First, finding water to dig wells is urgent for people's livelihood.

1. Go all out to fight drought, find water and dig wells to win social praise.

Since September 20 10, there has been continuous drought in autumn, winter and spring in Shandong province. According to the deployment of the Ministry of Land and Resources and the requirements of the provincial party committee and government, the Provincial Department of Land and Resources gave full play to the advantages of technology, equipment and talents, and with the support and cooperation of China Geological Survey and Sichuan Land and Resources System, quickly concentrated the professional technical strength of water conservancy environment, mobilized advanced geophysical prospecting and well-drilling equipment, and launched an emergency drought-resistant water-seeking and well-drilling operation (Figure 1). 20 1 1 From February 7 to mid-April, emergency drought-resistant water search and well drilling completed drought-resistant wells 1492, with a total footage184,000m, which is a real livelihood project and popular project. The sunrise water volume of drought-resistant wells reaches 879,000 cubic meters, which can irrigate 278,000 mu of farmland, solving the draught problem of 709,800 people and 510.7 million large livestock in severely arid areas of Shandong Province, and making outstanding contributions to the drought-resistant work in Shandong Province. The emergency action of finding water and drilling wells for drought relief has greatly enhanced the image of the party, the government and the land and resources management department, and has been well received by the whole province and fully affirmed by the main leaders of the provincial party Committee and the provincial government. With gratitude, people in dry areas spontaneously sent thank-you letters and presented pennants to the teams looking for water and digging wells, and spontaneously organized condolence teams to make the relationship between the party and the masses more harmonious and close (Figures 2 and 3). At the summary and commendation meeting of emergency drought relief, finding water and drilling wells in four northern provinces of the Ministry of Land and Resources, the work of Shandong Province was highly praised by the leaders of the Ministry, with 32 units and 15 1 person on the advanced list.

2. Make persistent efforts to steadily promote the work of finding water and drilling wells in hilly areas.

After the successful completion of emergency drought-resistant well drilling, in order to completely solve the drinking water difficulties and drinking water safety problems of people in hilly areas, the provincial government decided to explore and locate 383 1 well in 80 counties and 2 cities in the province for two years. According to the requirements of the provincial party Committee and the provincial government, the Provincial Department of Land and Resources has formulated the bidding work plan for water exploration and well drilling in hilly areas, broken down the task of exploration and well determination, implemented the unit division contract system, sent 90 geophysical well determination teams 1000 people, and conducted geophysical well determination in the well drilling target area (Figure 4). Up to now, the cumulative number of fixed wells in the province is 3 184, accounting for 90% of the total number of fixed wells. At the same time, the geological exploration team organized 35 wells in the demonstration area of land comprehensive consolidation project, with a cumulative footage of 7552 meters and a total water output of 775 cubic meters per hour, which can solve the draught difficulty of about 822 14 people. Finding water and drilling wells in hilly areas will basically solve the problem of water shortage for people and livestock in hilly areas of Shandong Province.

The second is to carry out geological environment investigation to serve the development of rural cities.

1. Geological Survey Project of Jinan City

With the aim of serving the social development, Shandong Geological Survey Institute actively declared and launched the urban geological survey project of Jinan, focusing on the geological problems faced by Jinan's urban development. It is divided into six topics: urban three-dimensional geological structure investigation and model establishment, Baoquan water supply hydrogeological investigation, urban environmental geological investigation and evaluation, urban subway and urban rail project site selection special geological investigation, urban geological environmental capacity and land use suitability evaluation, urban geological information management and service system construction. It is implemented by combining high-precision multi-band remote sensing interpretation, large-scale geological survey, hydrogeological and engineering geological drilling, geophysical exploration, geochemical exploration, rock and mineral testing and other multidisciplinary methods. At present, the project has made substantial progress in the establishment of visual model of urban geological structure, the effective utilization of underground space and the safety of urban water supply.

2. Carry out the suitability evaluation and investigation of coastal reclamation.

Land reclamation is a development measure taken by coastal areas to alleviate the shortage of land, but its impact on the environment should not be underestimated. In order to better save and intensively use the limited land resources, Dongying City carried out the land reclamation suitability evaluation of the Yellow River Delta high-efficiency eco-economic zone around the development planning of the Yellow River Delta and the need to build a resource-saving and environment-friendly society. On the basis of finding out the present situation of coastal geological environment, distribution of geological disasters and regional crustal stability, the suitability of land reclamation is evaluated according to regional stability, engineering geological environment conditions, hydrodynamic and sedimentary conditions of the Yellow River and coastal ocean dynamic conditions (Figure 5). Through this work, it is clear that the most suitable areas for land reclamation in Dongying City are Dongying Development Zone on the west bank of Laizhou Bay and the coastal zone of Kenli County Development Zone, and the areas that are basically suitable for land reclamation are Dongying Port Area, south of Guangli Port and Kenli Ecological Fishery Zone near the harbor and development zone, and it is pointed out that land reclamation is not suitable. It provides geological basis for Dongying city and port development strategy, coastal zone regional functional planning, major engineering construction and environmental protection, and provides scientific and accurate geological environment basic data for the construction of Shandong Peninsula Blue Economic Zone and Yellow River Delta Efficient Ecological Economic Zone.

3. Investigation and evaluation of shallow geothermal energy in Weifang City

According to the instructions of the Ministry of Land and Resources, Weifang Municipal Government, in line with vigorously promoting clean energy, actively supporting the development of local heat pump enterprises, and actively responding to the call of national energy conservation and emission reduction, decided to carry out a survey of shallow geothermal energy resources within the urban area of Weifang City, and included this project in the key urban construction projects of Weifang City. In the engineering investigation, by means of comprehensive exploration technology, geothermal geological survey, drilling (Figure 6), borehole temperature measurement, pumping test, recharge test, field thermal response test, geotechnical physics, thermophysical parameter test, water quality analysis, etc., the occurrence conditions of shallow geothermal energy resources in the working area were basically found out, and a large number of basic data were obtained. The results of this project are of great significance to the rational development and utilization of shallow geothermal energy in Weifang, which greatly promotes the development and utilization process of shallow geothermal energy in Weifang. Weifang Municipal Government vigorously publicizes the development and utilization of shallow geothermal energy through TV stations, radio stations, newspapers and the Internet, adopts a series of activities such as "low-carbon and energy-saving community appraisal", explicitly supports and vigorously promotes the ground source heat pump system, implements subsidies of different amounts per square meter, establishes special funds for energy conservation, subsidizes units that develop and utilize shallow geothermal energy resources according to the initial investment scale, rewards them according to the energy-saving effect, and implements free subsidies and preferential electricity use for energy-saving investment projects. With the vigorous promotion of the municipal government, up to now, the heating (cooling) area of ground source heat pump built or under construction in Weifang has reached more than 3 million square meters.

Third, strengthen environmental governance and improve the living environment.

1. Raise funds to strengthen geological environment protection and management.

Since 20 1 1, the Provincial Department of Land and Resources, with the strong support of the Ministry of Land and Resources and the provincial party committee and government, has raised funds in various ways to strengthen the prevention and control of geological disasters, the management of mine geological environment and the protection of geological relics. First, carry out geological disaster investigation with the scale of1:50,000. Since 20 1 1, the departments of land and resources have strengthened their leadership, made unified arrangements, formulated work plans and investigation specifications, held training courses, and carried out 1 in 56 mountainous counties (cities, districts) and 4 development zones in 12 city. The second is to carry out the relocation and avoidance of major geological disasters. On the basis of detailed investigation, Shandong Province adopted the way of raising funds, including part of provincial incentives and subsidies, part of funds from relevant cities and counties, and part of funds from farmers involved in risks. It involves 12 cities and 27 counties (cities, districts), endangering the lives of 2,978 households in 1 township central primary school and10/000 people. At present, the Provincial Department of Land and Resources has allocated 20.38 million yuan of incentive subsidy funds, and all localities are actively promoting the relocation and avoidance work, and some houses have moved in (Figure 8). The third is to increase investment in the protection of geological relics. 20 1 1, the provincial department of land and resources actively strives for 50 million yuan of special funds for the protection of geological relics at provincial geological parks such as Huashan in Jinan and Qixia Mountain in Yantai. Through the implementation of these projects, the protection of geological relics, the quality of eco-geological environment and the management level of geological park construction in Shandong Province will be greatly improved.

2. Overcome difficulties and rebuild the Spring City, one city and one mountain.

Jinan is rich in rock resources and has a long history of development and utilization. It not only provides resources for urban and rural construction, but also causes great damage to the geological landscape. Excessive quarrying caused a lot of mountain damage. These destroyed mountains have hidden dangers of geological disasters, such as collapse and landslide, which have seriously affected the image of the city and are extremely disproportionate to the requirements of building a beautiful spring city. Since 2007, the city has invested a total of 950 million yuan, including 680 million yuan in financial investment and 270 million yuan in market operation, and completed the task of harnessing damaged mountains in key areas 108, with the damaged area15.4 million square meters, including the damaged plane area of 6.5438+0076 million square meters and the damaged facade area of 4.64 million square meters. Through the implementation of these projects, the hidden dangers of geological disasters have been eliminated, the ecological geological environment has been improved, the geological landscape has been restored and the image of the city has been enhanced (Figure 9). At the same time, 19 10 mu of land reclamation has produced good environmental, social and economic benefits.

3. Eliminate hidden dangers and control geological disasters in Yanchishan.

Yanchi Mountain is the most serious geological disaster area in Shandong Province. A variety of geological disasters, such as collapse, mountain cracks, unstable slope of muck piles caused by iron ore mining and artificial accumulation of waste residue and garbage, directly threaten Shandong Provincial Procuratorate, Shandong Police Academy, Yao Jia Primary School, Friendship Kindergarten and other 17 units, 16 buildings, 6 1 bungalow and 36 10. The provincial party committee, the provincial government and the Ministry of Land and Resources attach great importance to the prevention and control of geological disasters in Yanchi Mountain. Provincial leaders such as Governor and Minister Xu personally visited Yanchi Mountain for on-the-spot inspection and guidance for many times, demanding to do a good job in geological disaster control projects and completely eliminate hidden dangers of geological disasters. The Provincial Department of Land and Resources earnestly implemented the instructions of provincial leaders and strived for nearly 70 million yuan of financial funds at all levels. Overcome the difficulties such as shortage of funds, great difficulty in management and great construction risk, carry out the management of hidden dangers of geological disasters in a down-to-earth manner, comprehensively manage the problems such as collapse, collapse, mountain cracks and unstable slopes of muck piles in mined-out areas, completely eliminate hidden dangers of geological disasters, beautify and green the mountains, and greatly improve the surrounding living environment.
