I am the owner of a restaurant. Let me talk about the reason for the charge. Many customers waste free tableware excessively, but when three people obviously came for dinner, they opened five sets of tableware. They feel that there is no charge anyway, and there is no need to use it for nothing, which invisibly increases our operating costs.
