My suggestion is: if you choose a budget hotel, stay in the Bell Tower/Drum Tower area and don’t bother. The hotels in this area are quite far from the subway and are not that convenient. However, if you want to check in at Westin Xi'an and W, you can arrange it in this area. no problem.
