Ukrainian constitutional system

Parliament: Article 85 The functions and powers of the Verkhovna Rada of Ukraine include:

(1) Amend the Constitution of Ukraine within the scope and procedures stipulated in Part XIII of the Constitution;

(2) To decide to hold a national referendum on the issues stipulated in Article 83 of this Constitution;

(3) passing laws;

(eight) to listen to the annual speech and special speech of the President of Ukraine on the internal and external situation in Ukraine;

(9) Declare a state of war and conclude a peace treaty according to the proposal of the President of Ukraine, and approve the decision of the President of Ukraine to use Ukrainian armed forces and other troops in the case of armed aggression against Ukraine;

(10) Dismiss the President of Ukraine in the special procedure (bullet robbery procedure) stipulated in Article 1 1 of this Constitution;

(xi) To consider and adopt the decision on approving the activity plan of the Cabinet of Ministers of Ukraine;

(12) expressing consent to the appointment of the Prime Minister of Ukraine by the President of Ukraine;

(13) To supervise the activities of the Cabinet of Ministers of Ukraine in accordance with this Constitution;

(14) Approve Ukraine's decision to provide loans and economic assistance to foreign countries and international organizations, and Ukraine's decision to obtain loans from foreign countries, foreign banks and international financial organizations that are not included in Ukraine's national budget, and supervise the use of these loans;

(15) To appoint or remove posts under the circumstances stipulated in the Articles of Association, and agree to the appointment or removal of posts;

(sixteen) the appointment and removal of the president and other members of the audit institute;

(17) to appoint or dismiss the plenipotentiary of the Verkhovna Rada of Ukraine on human rights issues; Hearing his annual report on the protection and defence of human rights and freedoms in Ukraine;

(twenty-three) agreed to provide military assistance to other countries, to send Ukrainian armed forces to other countries or the armed forces of other countries to enter the territory of Ukraine;

(twenty-four) agreed to the appointment and removal of the President of Ukraine, the chairman of the Ukrainian Anti-monopoly Committee, the chairman of the Ukrainian State-owned Property Foundation and the chairman of the Ukrainian National Television Broadcasting Committee;

(twenty-five) agreed to the appointment of the post of Attorney General of Ukraine by the President of Ukraine; Expressing no confidence in the Ukrainian Attorney General, the Ukrainian Attorney General should resign;

(XXVI) Appointment of 1/3 members of the Constitutional Court of Ukraine;

(twenty-seven) irregular election of judges;

(28) To suspend the functions and powers of the Verkhovna Rada of Crimea in advance if the Constitutional Court of Ukraine finds that the Verkhovna Rada of Crimea violates the Constitution or laws of Ukraine; Determine unconventional Crimean autonomy and Verkhovna Rada elections;

(twenty-nine) the establishment and revocation of the district, the determination and change of district boundaries and municipal boundaries, the classification of residential areas under the jurisdiction of the city, and the naming and renaming of residential areas and communities;

(thirty) to decide on routine and unconventional elections of local organs of self-government;

(34) At the request of the Ukrainian people's representatives, the Ukrainian Verkhovna Rada people's representative group or committee, it was decided to question the President of Ukraine, which required the prior support of at least 65,438+0/3 members of the Verkhovna Rada, as stipulated in its Constitution;

The Verkhovna Rada of Ukraine exercises other functions and powers within its jurisdiction in accordance with the Constitution of Ukraine.

Chairman: Article 106 President of Ukraine:

(a) to protect national independence, national security and the legitimate succession of the country;

(2) Issue a letter to the people about the domestic and international situation in Ukraine, and issue an annual speech and a special speech to the Verkhovna Rada of Ukraine.

(3) Representing the country in international relations, leading the country's foreign activities, and negotiating and signing international treaties of Ukraine;

(4) To make a decision to recognize foreign countries;

(5) To appoint and remove the heads of Ukrainian diplomatic missions in other countries and international organizations; Accept the credentials and recall of foreign diplomatic representatives;

(6) According to Article 156 of this Constitution, it is decided to hold a national referendum on amending the Constitution of Ukraine and take the oath at the initiative of the people.

Government: Article 1 16 Cabinet of Ukraine:

Ensure Ukraine's national sovereignty and economic independence, ensure the implementation of domestic and foreign policies, and ensure the implementation of the Ukrainian Constitution and laws and the orders of the President of Ukraine;

(two) to take measures to protect the rights and freedoms of the people and citizens;

Order and the fight against crime;

(eight) to organize and guarantee the realization of Ukraine's foreign economic activities, and to organize and guarantee customs affairs;

(nine) to guide and coordinate the work of the Ministry and other administrative organs;

⑽ Perform other functions stipulated by the Constitution and laws of Ukraine and the orders of the President of Ukraine.
