Why is Tianning Tower in Changzhou 13 floor? Isn't 9 revered by Buddhists?

Buddhism never respects 9, but ordinary people like it.

Usually, the taller stupas in Buddhism are 13 floors (the shorter ones have seven floors). 13 stands for complete Buddha fruit and merit. Buddha's realm of consciousness is 13 stories. 13 stands for perfection and supremacy.

Generally speaking, there are 1 Bodhisattva, 2 Bodhisattvas ... Eight Bodhisattvas ... 12 Bodhisattva (the higher the level, the higher the certificate amount). Those who do not reach 13 cannot be called buddhas, but only bodhisattvas.
