Why is Arthur Morgan a faith?

As a gangster, Arthur has the spirit that all pioneers in the west believe in-individualism, liberalism and anarchy. In his mind, he supports everyone to vote, including women and children, because he thinks that people who place their hopes on votes are hopelessly stupid, and democracy is a joke.

He doesn't believe in order and law. In those days when the sheriff was probably a bandit, order and law were really just toys for the rich. In the game, Arthur's story focuses on how to find the meaning of his existence. Nobody wants to control him. All he wants is freedom and a little love.
