Behavior 1: Building decoration garbage is not cleaned.

Reason: The main reason is that the property management enterprise has not established the decoration management process and failed to implement it after its establishment; There are also some owners who did not apply to the property company before the renovation, started the renovation on their own, and dumped the renovation construction waste at will; Some owners refused to clean up, and the property company could not clean up by itself. For a 300,000-square-meter residential area, because the owner refused to clean up or could not find the owner after renovation, we calculated the cost of cleaning up the decoration garbage and construction garbage: it reached 6,543,800 yuan a year.

Harm: It increases the garbage removal capacity of property management enterprises, which affects the beautiful environment of the community. 1. The property management enterprise shall establish a perfect decoration process: decoration application, signing agreement, notice of house decoration and maintenance permit, advance deposit for garbage removal, clear decoration time, garbage storage location and other matters;

2. Those who violate the regulations shall be punished by the administrative department in accordance with the Regulations on the Management of Urban Construction Waste 139 issued by the Ministry of Construction of People's Republic of China (PRC).

Behavior 2: the first floor is privately changed to professional clothes and the housing structure.

Phenomenon: the residents on the first floor privately open small doors on the balcony for business; Family decoration changes the wall structure of the house without permission.

Reasons: Some owners rent out for profit, and after changing the first floor residence into commercial service, some owners open the door on the balcony without permission from any department for the convenience of operation; In the decoration, many owners removed the walls of their houses privately for their own beauty, comfort and expansion of the use area, and some even removed some load-bearing walls.

Harm: Opening small doors on the balcony affects the beauty of the building, and it is easy to damage the lawn and guardrail during operation, which indirectly affects the promotion of residential quarters; Illegal decoration poses a threat to the safety of houses.

Countermeasures:

1 The balcony door must be approved by the administrative department. If it is not approved, the property management personnel shall stop it according to the provisions of the Property Management Regulations and report to the relevant administrative departments in time. After receiving the report from the property management enterprise, the relevant administrative departments shall stop the illegal acts or deal with them according to law.

2. For the prevention and control of damage to the load-bearing wall, the property management enterprise shall clearly stipulate in the decoration application and decoration agreement that it shall not damage the load-bearing wall and other projects, and strengthen the inspection of the decoration. When problems are found, they should be rectified in time, and the recovery should be discouraged first, or stopped at the early stage of the damage of the bearing wall. Behavior 3: Parabolic objects in the air

Phenomenon: the owner throws the bagged garbage directly downstairs from the balcony, and pours the dirty water or leftover food from the balcony.

Reasons: First, it is convenient to throw things from the balcony, and the property management personnel did not discourage and stop their behavior, which became a habit after a long time; Second, some residential property management did not implement garbage bagging and did not go upstairs to collect garbage.

Impact: First, it is easy to hurt people; Second, it affects the quality of environmental sanitation and is easy to cause secondary pollution; Third, some aerial parabolic objects are hung on trees, which is difficult to clean and affects the beautiful environment.

Countermeasures:

1. Bagging garbage and collecting it upstairs can reduce parabolic objects in the air;

2. For residential areas or residential buildings with more parabolic objects in the air, there should be obvious signs: it is forbidden to throw objects in the air, which violates management regulations. For example, Article 27 of the Regulations of anniversary Municipality on City Appearance and Environmental Sanitation prohibits buildings from throwing objects into the air, and the owners' convention clearly stipulates that it is forbidden to throw objects into the air, so as to strengthen the self-discipline of owners. Property management personnel and the owners' committee should educate the owners who violate the regulations, and the administrative department can punish those who refuse to change after repeated persuasion;
