Is it possible for Lin Zexu to ban smoking by train?

Lin Zexu banned smoking in 1839, 37 years before the first railway in China was built.

The first railway in China was completed and opened to traffic by Britain and the United States on July 3rd. 1876. Later, the Qing government invested 285,000 yuan to redeem the railway in three phases and demolished it.
