Is Qidong County one of the top ten black counties?

Baidu Encyclopedia says that many things in Qidong can't be played according to common sense, and there are too many invisible hands manipulating what should be done.

Qidong County is a county under the jurisdiction of Hengyang City, Hunan Province. It is located at the southwest edge of Shao Heng Basin in Hunan Province, on the north bank of the middle reaches of Xiangjiang River, with Hengnan and Changning in the east, Qiyang and lengshuitan in the south, Dongan and Shaoyang in the west and Shaodong and Hengyang in the north.
