Article 4 The State Administration of Radio, Film and Television (hereinafter referred to as the State Administration of Radio, Film and Television) shall be responsible for the administration and supervision of the qualification certification of radio and television editors, journalists and broadcasters nationwide. The provincial radio and television administrative departments shall be responsible for the qualification examination, practice registration, certificate issuance, supervision and management of radio and television editors, journalists and announcers within their respective administrative areas. Chapter II Qualification Examination Article 5 The qualification examination for radio and television editors and reporters and the qualification examination for broadcasters and presenters (hereinafter referred to as the qualification examination) shall be held separately, and the system of unified outline, unified proposition, unified organization and unified standards shall be implemented throughout the country. In principle, the qualification examination is held once a year in the first half of the year. The time for registration and examination shall be determined by SARFT and announced to the public three months before accepting the registration. Article 6 The State Administration of Radio, Film and Television is responsible for determining examination subjects, organizing the compilation of examination outlines, establishing examination question banks and organizing propositions. Chapter III Registration of Practice Article 15 Anyone who engages in radio and television interview editing and broadcasting hosting shall obtain relevant professional qualifications. Persons who have not obtained relevant professional qualifications shall engage in internship and other auxiliary work under the guidance of those who hold relevant professional certificates. Article 16 Persons who meet the following conditions may apply for registration of relevant professional qualifications: (1) Obtaining a certificate of qualification examination for radio and television editors and journalists or a certificate of qualification examination for radio and television broadcasters and presenters; (2) Having worked in the corresponding post of the production and broadcasting organization for one year; (3) Being physically competent for the requirements of practicing work; (4) There are no circumstances listed in Article 9 of these Provisions; (five) the announcer and host who use Putonghua as the basic language have obtained the Putonghua proficiency test grade certificate consistent with the post requirements. Article 17 The registration of practicing qualification shall be handled according to the following procedures: (1) The production and broadcasting organization where the applicant is located shall submit the following materials to the provincial radio and television administrative department (hereinafter referred to as the registration authority): 1. A copy of the registration application form, relevant qualification examination certificate and academic certificate filled out by the applicant; 2, the applicant's production and broadcasting organization agreed to hire the applicant to engage in radio and television editing reporters or broadcast host work written opinions. (two) in line with the conditions, the registration authority shall go through the registration formalities within the statutory time limit, and issue the "People's Republic of China (PRC) (People's Republic of China (PRC)) radio and television editor's card" or "People's Republic of China (PRC) (People's Republic of China (PRC)) announcer's card". Eighteenth "People's Republic of China (PRC) Radio and Television Editor's Certificate" and "People's Republic of China (PRC) Announcer's Moderator's Certificate" are uniformly printed by the State Administration of Radio, Film and Television and uniformly registered by the registration authority, and are valid for two years. The registration authority shall report the registration to SARFT for the record within one month. "People's Republic of China (PRC) Radio and Television Editor's Certificate" and "People's Republic of China (PRC) Announcer's Host's Certificate" are professional qualification certificates for radio and television editors and broadcasters, which are valid nationwide. Article 19 Where it is necessary to renew the registration upon the expiration of the validity period, the applicant shall apply for renewal 30 days before the expiration of the validity period, fill in the application form for renewal of registration, and the production and broadcasting organization to which it belongs shall go through the formalities for renewal of registration with the registration authority. Article 20 During the validity period of registration, if the holder changes his work unit and continues to engage in radio and television interview, editing and broadcasting hosting, he shall fill in an application form for change of registration within one month after changing his work unit, submit his practice certificate, and the production and broadcasting organization where he works after the change shall go through the formalities for change of registration with the local registration authority. If you no longer practice because of job change or retirement, the original production and broadcasting organization will take back your practice certificate and hand it over to the original registration authority for unified destruction. Twenty-first SARFT and the registration agency shall announce the list of registered personnel and other information to the public. Article 22 The holder shall keep the practicing certificate properly and shall not lend, lease, transfer, alter or damage it. Twenty-third in any of the following circumstances, the registration authority shall not handle the registration formalities; The production and broadcasting organization shall transfer the person in charge from the post of radio and television interview editor or broadcast host: (1) Under the circumstances listed in Article 9 of these Provisions; (two) due to my fault caused a major publicity accident; (three) in violation of professional discipline and professional ethics, resulting in adverse effects; (4) Bad conduct and poor reputation. In the case of items (1), (2) and (3) of this article, the applicant may not apply for registration again within three years. Article 24 A practicing certificate obtained by cheating, bribery or other improper means is invalid and shall be revoked by the registration authority. The applicant shall not apply for registration again within three years. Article 25 If a party refuses to accept the relevant decision of the registration authority, he may apply to SARFT for reconsideration within 60 days from the date of receiving the decision. Article 27 Radio and television editors, journalists and presenters shall perform the following obligations in their professional activities: (1) Abide by laws, regulations and rules; (2) Respecting the lawful rights and interests of citizens, legal persons and other organizations; (three) adhere to the correct direction of public opinion; (4) Abide by professional ethics and adhere to the principles of objectivity, truthfulness and fairness; (five) strictly abide by the work discipline, obey the organization and management, and earnestly perform their duties; (six) study hard, update knowledge, and constantly improve the level of policy theory and professional quality; (seven) to establish a good public image and a healthy spirit; (eight) other obligations that should be performed according to law. Chapter V Supplementary Provisions Article 28 Before the implementation of these Provisions, persons who worked in radio and television broadcasting institutions and obtained the qualifications of editors, journalists and announcers and presenters met the requirements stipulated by the State Administration of Radio, Film and Television.
