article 1 these regulations are formulated in accordance with relevant state regulations in order to safeguard the interests of the state and the public, protect the legitimate rights and interests of the public and internet audio-visual program service units, standardize the order of internet audio-visual program services, and promote healthy and orderly development.

article 2 these provisions shall apply to the activities of providing internet (including mobile internet, hereinafter referred to as the internet) audio-visual program services to the public in the people's Republic of China and within its borders.

the internet audio-visual program service as mentioned in these provisions refers to the activities of producing, editing, integrating and providing audio-visual programs to the public through the internet, as well as providing services for uploading and disseminating audio-visual programs for others.

the state has regulations on websites, but there is no regulation for individuals to install set-top boxes.
