It is necessary to closely combine the promotion of new urbanization, formulate and implement the relocation plan for ex situ poverty alleviation, support qualified places to resettle and relocate people relying on small towns and industrial parks, and help them realize the transfer of employment as soon as possible and enjoy the same basic public services as local people.
Increase the central budget and local investment at all levels, innovate the investment and financing mechanism, broaden the sources of funds, and raise the subsidy standards.
