In some people's eyes, acting according to the "hidden rules" seems to be a kind of wit and a kind of "ability". People often say that rules are dead and people are alive. When personal behavior meets the "yellow line" of rules, some people often do not regulate their own behavior, but are used to finding accommodation, solving it with money and releasing it with power. In order to attract investment, a certain place offered preferential policies such as tax exemption, free of charge, and "get on the bus first and buy tickets later". I didn't expect these preferential policies to scare people away. Because people realize that there can be no good order without respecting laws and rules, who dares to invest here? It is a terrible thing that personal will is above social rules and personal behavior is above institutional constraints.
