"12345" mayor's public telephone is a special telephone set up by Hangzhou Municipal People's Government for administrative complaints.

Citizens, legal persons and other organizations can complain to the Municipal People's Government through the mayor's public telephone or online mayor's public e-mail, about the illegal or improper behavior of administrative organs and their staff in performing official activities and the behavior that administrative organs should act but not act.

Fourth complaints through the mayor's public telephone shall comply with the following provisions:

(1) Having a clear object of complaint;

(two) the contents of the complaint are objective and true, and the facts shall not be fabricated or distorted;

(3) The language should be concise and to the point, and the call time should be shortened as much as possible;

(four) the complainant's real name, telephone number, work unit or home address;

(five) truthfully answer the staff's inquiries.
