Why is the "Sikuquanshu" full of loopholes?

Although I have not read "Sikuquanshu", I still believe that it is full of loopholes, and I think this is inevitable. The reasons are as follows.

First: political purpose. "Sikuquanshu" is an encyclopedia of the Qing Dynasty. It was initiated by Emperor Qianlong and appointed Ji Xiaolan as the editor-in-chief. Many ministers worked together to complete an all-inclusive set of books. But "Sikuquanshu" is actually a book that exists for the sake of existence and is full of many political purposes. Because Emperor Qianlong was very conceited, he believed that there must be an all-inclusive cultural feast during his reign to show that he ruled a prosperous age and leave a name for the ages, so he compiled it. However, for political purposes, some historical events have been changed, leaving all those that are beneficial to the Qing Dynasty's rule, and deleting or rewriting those that are unfavorable. This has caused some things in this set of books to completely deviate from the truth.

Second: the purpose of flattery. Things told by the emperor must be done well, but if they are done perfectly and do not leave any room for the emperor's guidance and correction, then the emperor's wisdom will not be shown. Therefore, the ministers will deliberately leave some small mistakes in the process of writing and wait. The emperor corrected him, but Qianlong could see everything, so there were still many loopholes left.
