Regulations on Environmental Management of Nujiang Beautiful Highways in Nujiang Lisu Autonomous Prefecture

The first article is to strengthen the environmental management of the Nujiang Beautiful Highway and achieve the goals of beautiful roads, beautiful environment, beautiful countryside, beautiful scenery, and beautiful life. According to the "People's Republic of China and the National Highway This Regulation is formulated in light of actual conditions and other laws and administrative regulations, including the "Regulations on Highway Safety Protection" of the State Council. Article 2 These Regulations shall apply to the management of the environment of the Nujiang Beautiful Highway and its related activities.

If laws and administrative regulations have other provisions on the planning, construction, maintenance, operation, use and management of highways, those provisions shall prevail. Article 3 The term "Nujiang Beautiful Highway" as mentioned in these Regulations refers to the section of G219 Highway from the junction of Yunnan and Tibet in Bingzhongluo Town, Gongshan County to the Xiaoshaba Service Area in Lushui City.

The environment of the Nujiang Beautiful Highway as mentioned in these regulations refers to the environment within a certain range on both sides of the Nujiang Beautiful Highway.

The specific scope of the Nujiang Beautiful Highway environment will be delineated by the state people's government and announced to the public. Article 4 The environmental management of the Nujiang Beautiful Highway adheres to the principles of scientific planning, ensuring smooth traffic, protecting the environment, comprehensive management, and territorial management. Article 5 The state people's government and the people's governments of counties (cities) along the Nujiang Beautiful Highway (hereinafter referred to as the county (city) people's governments) shall strengthen the organizational leadership of environmental management in the Nujiang Beautiful Highway area, establish and improve management systems and mechanisms, and the road chief system , joint law enforcement mechanisms, scientifically and rationally formulate annual work plans, improve legal, digital, and long-term management capabilities and levels, and include road area environmental management funds in the fiscal budget of the same level.

State, county (city) people's governments transportation, development and reform, finance, public security, natural resources and planning, housing and urban and rural construction, water conservancy, forestry and grassland, ecological environment, agriculture and rural areas, culture and tourism, etc. Administrative departments shall, in accordance with their respective responsibilities, do a good job in environmental management of the Nujiang Beautiful Highway area.

The township people's governments and sub-district offices shall, in accordance with regulations, do a good job in environmental management of the beautiful Nujiang highway area.

The village (resident) committee organized the masses to assist in the environmental management of the beautiful Nujiang highway area. Encourage the promotion of road protection and road environment protection through village rules and regulations.

Encourage all sectors of society and social capital to participate in the environmental improvement, restoration, protection, supervision and management of the Nujiang Beautiful Highway. Article 6: The state people's government shall formulate an overall environmental plan for the Nujiang Beautiful Highway area. The formulation and implementation of the Nujiang Beautiful Highway Environmental Master Plan should adhere to ecological priority and green development, be consistent with the national economic and social development plan, land spatial plan, ecological environment protection plan, etc., and be consistent with the development of regional tourism, the layout of characteristic industries, and rural revitalization. Actions are connected and integrated with the construction of beautiful counties, the creation of characteristic towns, and the development of scenic spots. Article 7 The state people's government shall organize the administrative departments of natural resources and planning, transportation, forestry and grassland, ecological environment, and urban greening to jointly prepare a greening plan for the beautiful Nujiang highway area.

The greening planning of Nujiang’s beautiful highways should be based on reality, based on local characteristics, and make use of the original topography, landforms, water bodies, vegetation, historical and cultural sites and other natural and cultural conditions, and rationally set up public roads. *Green space, protective green space, scenic woodland, etc. Article 8 The administrative department of housing and urban-rural development of the state people's government shall formulate regulations on the management and control of the appearance of environmental buildings (structures) in the Nujiang Beautiful Highway area based on the overall environmental planning of the Nujiang Beautiful Highway area.

The county (city) people's government should strengthen the creation of county towns, towns and villages' characteristic features within the environmental scope of the Nujiang beautiful highway area in their respective administrative regions, carry out greening and beautification, and protect historical and cultural towns, villages, traditional villages and Important buildings.

The administrative department of housing and urban-rural development of the county (city) people's government shall organize the design of an atlas of characteristic architectural styles that adapts to the natural environment and folk customs within the environment of the beautiful Nujiang highway area, and adapts to the needs of modern production and life. Provided to villagers (residents) free of charge. Article 9 The installation of various types of outdoor advertising, signage, slogans and other facilities within the environment of Nujiang’s beautiful highways must be approved in accordance with the law, so that they are beautiful and harmonious with the scenery, and must not affect traffic safety or cause visual pollution.

No outdoor advertising signs or slogans of any kind may be set up without approval. Article 10: The operating and management units of greenways, service areas, parking areas, and observation decks are responsible for environmental management within their respective areas to ensure safety and health, good order, and a beautiful environment.

New construction, reconstruction, and expansion of greenways, service areas, parking areas, and viewing platforms should comply with the regulations on the management and control of environmental buildings (structures) in the beautiful Nujiang highway area, and highlight local characteristics and national characteristics.

The term “greenways” as mentioned in these Regulations refers to the beautiful roads along the Nujiang River that rely on and constitute the basis of natural elements and connect urban and rural areas for recreation, leisure and other green open spaces. They are mainly for recreation and fitness, and are also green for residents. Corridors with travel and other functions, including greenway trail systems, greenway connections, greenway facilities, stations, etc. Article 11 The county (city) people's government shall organize relevant departments to adopt barriers, drainage guides, protective nets, debris dams and tree planting at geological disaster points with different danger levels such as landslides, landslides and collapses along both sides of the beautiful Nujiang highway. Restoration and management will be carried out through engineering and biological measures such as afforestation and closure management. Article 12 The following behaviors are prohibited within the environmental scope of the Nujiang Beautiful Highway:

(1) quarrying, sand excavation, soil extraction and other behaviors that damage the landscape, vegetation and topography;

(2) Burning straw;

(3) Destroying, altering, or moving signs, stakes, guardrails, road monuments, etc. without authorization;

(4) Building without approval Permanent or temporary buildings (structures) and facilities.
