Decision of the Standing Committee of Heilongjiang Provincial People's Congress on Amending the Regulations on the Application and Management of Language and Characters in Heilongjiang Province (2002)

1. Article 8 is amended as: "The staff of state organs, people's organizations, enterprises and institutions shall use Putonghua and standardized Chinese characters as their working languages when performing official duties or conducting official activities in public places." 2. Item (5) of Article 11 is amended as: "The words used in the packaging, instructions and unregistered trademarks of commodities in this province."

One item is added as Item (7): "The names of state organs, people's organizations, enterprises and institutions shall be in Chinese characters." 3. One article is added as Article 12: "Signboards, advertisements, notices, signboards, etc. use foreign languages or minority languages. Due to the needs of public services, standardized Chinese characters should be used at the same time. " One article is added as Article 16: "Dialects may be used in the following situations:

"(a) it is really necessary for the staff of state organs to perform official duties;

"(two) need to be used in art forms such as opera, film and television;

"(3) It is really necessary to use it in publishing, teaching and scientific research." Five, fifteenth increase of two:

"(6) Inscriptions and signboard calligraphy;

(7) Special circumstances approved by the competent department of language and writing in the State Council or the provincial competent department of language and writing. 6. Article 16 is amended as: "The Chinese Pinyin Scheme is a spelling and phonetic tool for the national common language.

"The Chinese Pinyin Scheme is a unified standard for spelling Roman letters in China's names, place names and Chinese documents, and is used in areas where Chinese characters are inconvenient or unusable." One article is added as Article 19: "Mandarin and standardized Chinese characters shall be taught in teaching Chinese as a foreign language." 8. Item (4) of Article 21 is amended as: "Advertisements, street signs, signboards and slogans, and the words used in the packaging, instructions and unregistered trademarks of commodities in this province." 9. One article is added as Article 25: "The administrative departments for industry and commerce of the people's governments at or above the county level shall manage and supervise the enterprise names, commodity names and words used in advertisements according to law." 10. Article 25 is amended as: "Where the words and deeds of the personnel specified in Articles 8, 9, 10 and 11 of these Regulations violate the provisions of Chapter II of these Regulations, the unit to which they belong shall criticize and educate the directly responsible personnel; Refuses to correct, handled by the unit.

"If the facilities, signboards and advertising words in urban public places violate the provisions of Chapter II of this Ordinance, the competent department of language and writing at or above the county level, the administrative department for industry and commerce and the administrative department of construction shall order it to make corrections; If you refuse to make corrections, give a warning and urge them to make corrections within a time limit. "
