Provisions of Shaanxi Provincial Highway Bureau on Administration of Official Reception
Article 1 In order to further standardize the administration of official reception of government organs, these Measures are formulated in accordance with the relevant regulations of higher authorities.
Article 2 The term "official business" as mentioned in these Measures refers to official activities such as investigation and research, task execution, study and exchange, inspection and guidance.
The third principle of acceptance. Adhere to the principles of being conducive to official business, being pragmatic and frugal, strict standards, simplifying etiquette, respecting the customs and habits of ethnic minorities, and counterpart reception.
Article 4 Reception scope. In principle, official activities and visitors without official letters will not be received, and relevant expenses will be borne. No private interviews. In principle, visitors from the province are not accepted.
Article 5 Division of reception. Official reception is coordinated by the office, strictly controlled by examination and approval, and received by relevant departments according to the principle of counterpart reception.
Article 6 reception procedures. According to the procedure of "first approval, then reception", the official reception is put forward by the office according to the official letter of the visiting unit and the notice of the meeting, and approved by the bureau leaders. The undertaking department shall follow the instructions and relevant requirements. After the reception, the reception list should be truthfully filled in, and it will be used as the financial reimbursement voucher after being audited by the person in charge of the relevant department and the bureau leader. Special emergency reception must be completed after the reception.
Article 7 simplify reception etiquette. It is not allowed to organize welcome activities at airports, stations and borders, to hold cross-regional welcome activities, to post banners with slogans and to lay welcome carpets. Strictly control the number of escorts, and no one can be accompanied at all levels.
Eighth reception budget management. Official reception should strictly implement the relevant systems and methods of financial management of organs, and implement budget management. The fund management office is responsible for budget arrangement and control according to the total amount, and the reception expenses exceeding the budget, standard and scope will not be reimbursed.
Article 9 reception standards. If you need to arrange accommodation, in principle, arrange at the designated reception place in * * * *, implement the agreed price, and arrange housing according to the standard of travel expenses. No additional toiletries and daily necessities shall be distributed. Except for the necessary staff, the receptionist and general staff will not arrange accommodation.
If we really need to arrange meals, in principle, we will eat in the canteen inside the office. Dining follows the principle of frugality, focusing on home cooking, and does not provide high-end dishes, dishes made from wild protected animals, cigarettes and high-end drinks, and does not use private clubs and high-consumption dining places.
Strictly control the number of people accompanying meals. If the reception target is less than 10, the number of people accompanying the meal shall not exceed 3; 10 or more, shall not exceed 1/3 of the number of recipients.
If it is really necessary to arrange vehicles, the logistics service center shall be responsible for the arrangement, rational use of vehicles, centralized ride and strict control of accompanying vehicles.
Tenth gifts, securities and precious gifts, souvenirs, local products, etc. are strictly prohibited. It is not allowed to arrange activities in business entertainment and fitness places in any name, organize activities unrelated to official business, and arrange reception at tourist attractions.
Article 11 Settlement of reception expenses. The official reception shall be subject to the system of one thing and one discussion, and each batch of official reception shall be settled in time according to the regulations. In principle, the reception fee is paid by official card.
Twelfth reception expenses reimbursement. Reimbursement vouchers should include financial bills, official letters from dispatched units, reception approval forms and reception lists. Incomplete or inconsistent documents will not be reimbursed by the Fund Management Office.
Thirteenth reception supervision. The undertaking department should strictly implement the relevant requirements and regulations, and regularly disclose the reception fees, reception places and reception projects in conjunction with the fund management office. Audit institutions should strengthen the audit supervision of the expenditure and use of reception expenses and the reimbursement of reception expenses. The discipline inspection and supervision office should strengthen supervision over the formulation of reception rules and regulations, examination and approval management, standard implementation, management and use of funds, information disclosure, management and use of internal reception places, and seriously investigate and report violations found.
Article 14 These Measures shall be implemented as of the date of issuance, and Shaanxi Highway Bureau [1998] No.410 "Regulations on Reception Work" shall be abolished at the same time.
