The way of public sacrifice is as follows:

In order to commemorate the martyrs, inherit and carry forward the spirit of martyrs, and do a good job in the public sacrifice of martyrs, these measures are formulated in accordance with relevant laws and regulations and relevant provisions of the state. On March 365438, 2065438, Order No.52 of the Ministry of Civil Affairs of the People's Republic of China was promulgated, and Order No.9 of the Ministry of Veterans Affairs was revised and promulgated on March 3, 2023 1 day, and it will take effect on May 20231day.

Article 1 In order to commemorate martyrs, inherit and carry forward the spirit of martyrs, and do a good job in the public sacrifice of martyrs, these Measures are formulated in accordance with relevant laws, regulations and relevant provisions of the state.

Article 2 The public sacrifice of martyrs is an activity for the state to remember and commemorate the martyrs who fought for national independence and people's liberation, to achieve national prosperity and people's happiness, and to promote world peace and human progress.

Article 3 These Measures shall apply to the martyrs' public sacrifice activities held by local people's governments at or above the county level in their respective administrative areas on major festivals and anniversaries such as Tomb-Sweeping Day, National Day and Martyrs' Memorial Day. Martyrs' public sacrifice activities should be solemn, solemn, grand and frugal.

Article 4 When a martyr's public sacrifice is held, the competent department of retired soldiers of the local people's government at or above the county level shall put forward suggestions and plans and report them to the people's government at the same level for organization and implementation.

Article 5 Martyrs' public sacrifice activities shall be held in martyrs' memorial places. The local people's government at a higher level and the local people's government at a lower level shall hold public sacrifice activities for martyrs in the same memorial place, which shall be held jointly.

Sixth martyrs' public sacrifice activities shall include the following contents:

(a) the time and place of the martyrs' public sacrifice activities;

(two) to participate in the martyrs' public sacrifice activities and their on-site station and dress requirements;

(3) Sacrifice ceremony for martyrs;

(4) The unit responsible for the division of labor and the responsible person are responsible for the organization and coordination, publicity and reporting, traffic and safety guards, medical security, financial security, salute, weather forecast, site layout and preparation of goods and equipment for the martyrs' public sacrifice activities.

Article 7 Martyrs' public sacrifice activities shall be attended by leaders of the party, government, army and people's organizations, as well as survivors of martyrs, representatives of veterans and veterans, teachers and students of schools, cadres and people from all walks of life, and soldiers shall be organized to participate.

Eighth participants in the martyrs' public sacrifice activities should be dignified and decent, and can wear standard clothing, medals, medals and commemorative medals. As needed.

Ninth martyrs' public sacrifice activities should be marked with solemn areas and set up solemn reminder signs. In a solemn area, words and deeds should be solemn and not noisy.

Tenth martyrs memorial ceremony shall be presided over by the person in charge of the local people's government or its department in charge of veterans work. There is no podium for the martyrs' public sacrifice ceremony, and the personnel attending the martyrs' public sacrifice ceremony should stand facing the martyrs' monument (tower) and other facilities.

Eleventh martyrs sacrifice ceremony shall generally be carried out in accordance with the following procedures:

(1) salute in place;

(two) the host bowed to the martyrs monument (tower) and other facilities, and announced the beginning of the martyrs' public sacrifice ceremony;

(3) Singing National Anthem of the People's Republic of China;

(4) read a eulogy;

(5) Young Pioneers sang "We are the successors of * * *";

(6) Offering baskets or wreaths to martyrs and playing "Flower Offering Songs";

(seven) finishing ribbons or elegiac couplets;

(8) Bowing to the martyr three times;

(nine) to pay tribute to the martyrs monument (tower) and other facilities.

After bowing to the martyrs three times, you can invite representatives to participate in the activities to speak.

Twelfth in the National Day, Martyrs' Memorial Day and other major anniversaries, we can take the ceremony of offering flower baskets to facilities such as Martyrs Monument (Tower) and follow the following procedures:
