Regulations of Nanjing Municipality on Environmental Sanitation Management

Chapter I General Provisions Article 1 In order to strengthen environmental sanitation management, create a clean and beautiful working and living environment, and promote the construction of socialist material civilization and spiritual civilization in this Municipality, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban areas, counties, economic and technological development zones and industrial and mining areas of this Municipality. Article 3 The Municipal Environmental Sanitation Administration shall be in charge of the environmental sanitation management of this Municipality, and the district (county) people's government shall be responsible for the environmental sanitation management of this area.

Planning, environmental protection, construction, real estate, gardens, public security, transportation, industry and commerce administration, land, health, municipal utilities, port and shipping supervision and other departments shall, according to their respective functions and duties, assist in environmental sanitation management. Article 4 The development plan of urban environmental sanitation shall be formulated by the municipal, district (county) people's government and incorporated into the urban planning and urban construction development plan.

People's governments at all levels should actively promote the reform of the employment system for environmental sanitation and take measures to gradually improve the working and living conditions of environmental sanitation workers. Article 5 The Municipal People's Government shall encourage scientific research on environmental sanitation, popularize advanced technology and improve the scientific and technological level of environmental sanitation work. Article 6 The funds needed for environmental sanitation shall be allocated by the municipal, district (county) people's governments.

If a professional environmental sanitation unit is entrusted to clean, collect, transport and treat wastes, the service fee shall be paid.

Residents and units shall pay public health fees for street cleaning.

The standards for charging service fees by environmental health professional units and the measures for charging public health fees shall be stipulated separately. Seventh city, district (county) people's government should strengthen the publicity of environmental health scientific knowledge, improve citizens' awareness of environmental health, and develop good environmental health habits.

Environmental health personnel shall perform their duties and operate in a civilized manner.

All units and individuals shall respect the work of environmental health workers and shall not hinder or obstruct environmental health workers from performing their duties. Chapter II Cleaning and Cleaning Article 8 District environmental sanitation professional units shall be responsible for cleaning and cleaning roads, bridges, squares and footbridges within their respective jurisdictions.

Chapter III Collection, Transportation and Disposal of Wastes Article 19 The collection, transportation and disposal of wastes shall be supervised and managed by the municipal environmental sanitation administrative department. No unit or individual is allowed to set up waste stacking places to receive and discard. Twentieth residential areas, primary schools, kindergartens, social welfare homes, garbage, feces, by the local (county) environmental health professional units responsible for the removal and treatment. Wastes produced by other units shall be dumped at the place designated by the environmental sanitation management department.

Article 22 Units and individuals that produce construction waste, engineering dregs and other wastes shall go through the formalities of applying for disposal with the municipal environmental sanitation administrative department or its entrusted administrative department, and dump them at the designated place. Twenty-third garbage and animal carcasses containing viruses, germs and other harmful substances produced by industrial, scientific research, medical and health units shall be disposed of in accordance with relevant state regulations.
