Article 2 All healthy citizens within the administrative area of this Municipality have the obligation to donate blood.

Advocate citizens to donate blood without compensation. Article 3 This Municipality implements the system of voluntary blood donation by citizens and the system of using blood by combining individual blood storage, family mutual assistance, unit collective mutual assistance and social assistance. Article 4 State organs, social organizations, armed forces, enterprises and institutions, residents' committees and villagers' committees within the administrative area of this Municipality have the responsibility to publicize blood donation without compensation, popularize knowledge of blood science and organize citizens in their own units and regions to donate blood. Article 5 The municipal, district and county people's governments shall lead citizens to donate blood voluntarily.

The municipal, district and county health administrative departments shall be in charge of the voluntary blood donation of citizens within their respective jurisdictions, and shall be responsible for the implementation of these regulations. Chapter II Institutions and Their Duties Article 6 Responsibilities of the municipal public health administrative department:

(1) Formulating relevant systems and technical specifications for the implementation of these Regulations;

(3) To be responsible for the blood adjustment between this Municipality and other provinces and cities;

(4) Issuing citizens' blood donation certificates without compensation;

Chapter III Citizens' Obligations to Donate Blood Article 12 Male citizens between the ages of 20 and 55 and female citizens between the ages of 20 and 50 who meet the standards for blood donation physical examination shall fulfill their obligations to donate blood in accordance with the following provisions:

(1) Having permanent residence in this Municipality and donating blood once every five years;

(two) students from ordinary colleges and universities and various vocational and technical schools after high school donate blood once during their school days;

(three) soldiers in Shanghai (including the Armed Police Force) donated blood once during their service; Soldiers who have lived in this city for more than five years donate blood once every five years;

(four) the central government and other provinces, municipalities and autonomous regions in the city, according to the annual unit in line with the conditions of citizens' voluntary blood donation of 20% of the proportion of blood donation. Thirteenth citizens with work units (including students and soldiers, the same below) to donate blood, organized by the unit; You can also go directly to the district or county blood donation office of your place of residence to register blood donation with my "Resident Identity Card", which is included in the number of blood donation plans completed by the unit every year.

The blood donation work of citizens without work units shall be undertaken by the people's governments of townships and towns or street offices, and organized by villagers' committees or residents' committees. Citizens who do not have a work unit can also register their blood donation directly with the Resident Identity Card at the district or county blood donation office where they live. Fourteenth citizens must go to the unit designated by the blood donation office for physical examination before donating blood, and only those who pass the examination can donate blood.

Citizens donate 200 ml of blood at a time. Citizens who ask for 400 ml of blood donation at a time can be counted as fulfilling their blood donation obligations twice. Citizens can fulfill their blood donation obligations in advance. The interval of blood donation shall not be less than four months. Fifteenth citizens after blood donation, blood collection and supply agencies issued a "citizen's obligation blood donation card", and give the prescribed nutrition fee; Those who donate blood without compensation will be given to citizens blood donation card. Units that have completed the annual blood donation plan shall be issued a certificate of completion of the blood donation plan by the district or county blood donation office.

Citizens with work units enjoy public holidays on the day of blood donation and the next day. Chapter IV Citizens' Right to Donate Blood Article 16 Where citizens fulfill their obligation to donate blood in accordance with the provisions of these Regulations, a system of individual blood storage and use shall be implemented, and blood donation card (or citizen blood donation card) shall use blood on the strength of their resident identity cards and civic obligations.
