Flood season work includes: conducting 24-hour uninterrupted flood control duty, keeping abreast of meteorological and hydrological conditions, forecasting water conditions, and issuing warnings when necessary; inspecting and guarding flood control projects, using various measures of the flood control system, and conducting flood control dispatching based on water conditions and project conditions. Plan, control and dispatch floods, and provide immediate rescue in case of danger; when excessive floods occur, seek approval from superiors before taking emergency measures (such as flood diversion, evacuation of residents in the flood diversion area, etc.) to reduce losses. After the flood, the flood control projects and flood control work should be inspected and experiences and lessons should be summarized; the rescue projects should be reinforced; if emergency measures such as flood diversion are adopted, the aftermath should be done well. During the Western Han Dynasty, China had already established river control agencies to manage river control and flood control. After the founding of the People's Republic of China, flood control headquarters were established from the central to local governments to provide unified command of flood control work.
