Article 3 The Shantou Special Economic Zone Bonded Area Management Committee (hereinafter referred to as the Bonded Area Management Committee) is an agency dispatched by the Municipal People's Government. It exercises municipal-level management authority on behalf of the Municipal People's Government and implements unified management of various administrative and economic affairs in the Bonded Area. Article 4 The functional departments established by the Free Trade Zone Management Committee with the approval of the Municipal People's Government are responsible for exercising the management authority of the relevant municipal functional departments and accept the guidance of the corresponding functional departments of the Municipal People's Government in terms of business. Article 5 The Bonded Zone Management Committee and its functional departments shall exercise the municipal-level management authority conferred by these Measures and handle it in the following manner:

(1) Matters within the scope of its authority and functions shall be handled by the Management Committee or the approval of its functional departments, and report it to the Municipal People's Government or the relevant functional departments of the Municipal People's Government for record;

Article 6 The Free Trade Zone Management Committee and its functional departments shall abide by the following regulations when exercising municipal-level management authority:

(1) Strictly implement the provisions of relevant laws, regulations and rules;

Article 7 The Free Trade Zone Management Committee may formulate administrative regulations in accordance with the law, pilot free zone policies in accordance with international practice, and conduct economic system reform experiments. Article 8 The Free Trade Zone Management Committee shall prepare the economic and social development plan of the Free Trade Zone based on the functions of the Free Trade Zone and organize its implementation. Article 11 The Bonded Zone Management Committee shall exercise the following planning and construction management authority:

(1) Based on the overall plan of the Bonded Zone, prepare a detailed plan for the Bonded Zone and submit it to the Municipal People's Government for approval before organizing its implementation;

(3) Review the qualifications of architectural design, construction, supervision, and real estate development enterprises entering the bonded zone;
