1. Improve investigation and research. We must listen to the truth, observe the actual situation, seek practical results, and strive to avoid Formalism, bureaucracy, and superficiality.

2. Streamline meeting activities. Strictly control the number of various meetings and strictly limit the number of participants to effectively improve the effectiveness of meetings. Meeting discipline must be strictly enforced. Activities unrelated to the meeting must not be organized. Meals and accommodation standards must not be improved. It is strictly prohibited to distribute gifts and souvenirs in any name. It is strictly prohibited to use the opportunity of a meeting to travel at public expense.

3. Streamline the document briefing. The Ministry of Public Security will no longer issue documents that have been expressly stipulated by national laws and regulations, intra-party regulations and the Ministry of Public Security; documents and briefings that have no substantive content and may or may not be issued will not be issued.

4. Standardize the commendation and assessment. Strictly control the number and scale of the Ministry of Public Security's commendation activities. In principle, no special commendations will be organized except for reserved commendation projects approved by the central government and timely organization and implementation of national major special projects and other special task commendation activities. Commendations and rewards are mainly aimed at the grassroots front line, and strict control over leadership agencies and leading cadres receiving awards for their meritorious service.

5. Work coordination should be strengthened. Strengthen the planning and coordination of nationwide special crackdowns. Whenever the unit in charge organizes a national special operation involving multiple departments and police types, members of the Ministry Party Committee must, based on prior coordination, submit it to the Ministry Party Committee for unified study and scientific arrangement.

6. Simplify official reception. When members of the party committee of the ministry go to the grassroots to conduct research and inspection guidance work, they should be simple and simple and reduce the number of accompanying people. There is no need for police cars to clear the way, no traffic control, no pick-ups and drop-offs at the junction, no police lining up to welcome, no hanging of slogans and banners, no acceptance of super-standard receptions, no acceptance of various souvenirs or local specialties, no arrangements for banquets, and no high-end hotels. Dishes and buffets should also be frugal.

7. Official visits must be regulated. Unless special circumstances involving cross-border case handling, institutional bilateral or multilateral meetings require traveling abroad, no general overseas inspections or care visits will be arranged, and the overseas visits must be carried out in accordance with the approved content, route, and schedule. Gifts given by foreign parties shall be handled strictly in accordance with relevant regulations.

8. News reports should be improved. Whether to report on the work dynamics of members of the ministry’s party committee must be decided based on work needs, news value, and social effects. Do a good job in reporting on conference activities that involve the overall situation or have important guidance and influence, and reduce the length and word count of the reports.

9. Manuscripts must be published strictly. Speeches and articles delivered by members of the Ministry Party Committee on behalf of the Ministry Party Committee must be approved by the Ministry Party Committee. For various activities held by various localities, departments, police types, and units, except for the unified arrangements of the Ministry Party Committee, members of the Ministry Party Committee will not send congratulatory letters, congratulatory messages, or write inscriptions.

10. Supervision and inspection should be strengthened. Article 2 The Supervision Committee of the Ministry of Public Security leads the supervision work of public security agencies across the country and is responsible for supervising the performance of duties, exercise of powers and compliance with discipline by units affiliated to the Ministry of Public Security and subordinate public security agencies and their people's police in accordance with the law. Responsible to the Minister of Public Security.

The supervision agency of the Ministry of Public Security assumes the functions of the office of the Supervision Committee of the Ministry of Public Security. The supervision agencies of the public security organs of local people's governments at or above the county level are responsible for supervising the performance of duties, exercise of powers and compliance with discipline by the units affiliated to the public security organs at the same level and the public security organs at lower levels and their people's police. Responsible to the administrative head of the public security organ at the same level. The supervision agencies of the public security organs of local people's governments at or above the county level are law enforcement service agencies, composed of full-time personnel and implementing a team system.
