Article 1 In order to strengthen the management of urban construction waste and promote the construction of an eco-city, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of our city. Article 2 These Measures shall apply to the management of the generation, transportation, transit, backfilling, consumption and utilization of construction waste within the urban planning area of this Municipality. Article 3 The term "construction waste" as mentioned in these Measures refers to the wastes such as muck, waste soil, waste and sludge generated by the construction unit or individual in the process of building construction, reconstruction, expansion, laying or demolition, repair and residents' decoration. Article 4 The urban management department is the administrative department in charge of construction waste in this Municipality and is responsible for the unified management of construction waste in this Municipality.

Development and reform, finance, housing and urban and rural construction, environmental protection, land and resources, industry and commerce, public security, transportation and other departments and district people's governments shall, in accordance with their respective functions and duties, cooperate with the administrative departments of construction waste to do a good job in the management of urban construction waste. Article 5 The disposal of urban construction waste shall follow the principles of reduction, recycling, innocuity, and whoever produces and bears the responsibility for disposal. It is forbidden to alter, resell, lease, lend or illegally transfer the approval procedures for the disposal of construction waste. Ninth transport units engaged in urban construction waste transport business activities in this Municipality shall implement corporate, large-scale and professional management. Tenth construction waste transport units and vehicles shall comply with the following provisions in the process of transporting construction waste:

(1) Examination and approval procedures for the disposal of construction waste carried by vehicles;

(three) to keep the vehicle clean and tidy, and not to drive with mud;

Temporary disposal site of construction waste refers to the construction site, planned development land and other sites where construction waste can be buried with construction waste, which is approved by the planning of the people's governments of all districts.

The resource utilization field of construction waste refers to the place where the municipal people's government uniformly plans, builds and manages the construction waste for consumption. Fourteenth construction waste disposal sites shall comply with the following provisions:

(a) in accordance with the provisions shall not consume construction waste, industrial waste, domestic waste or toxic, flammable and explosive harmful waste;
