Why is it illegal to install ground satellite to receive TV without permission?

If there are special circumstances, individuals really need to install and use satellite ground receiving facilities and meet the licensing conditions stipulated by the administrative department of radio, film and television in the State Council, they must apply to their units, and report to the administrative department of radio and television of the people's government of the province, autonomous region or municipality directly under the Central Government for examination and approval after being approved by the administrative department of radio and television of the local county or municipal people's government.

Paragraph 2 of Article 11 stipulates that whoever, in violation of the provisions of this Ordinance, installs or uses satellite ground receiving facilities without authorization shall be confiscated by the administrative department of radio and television, and may be fined not more than 5,000 yuan for individuals and not more than 50,000 yuan for units.

It can be seen that it is illegal for an individual to install a satellite antenna without authorization. Once found, not only the antenna is confiscated, but also a fine of less than 5,000 yuan can be imposed. Of course, unless there are special circumstances, and it is approved by the administrative department of radio and television according to legal procedures.
