Guiding ideology: deepening the "three key tasks" is a major strategic deployment to solve the source, fundamental and basic problems that affect social harmony and stability. Work objectives: based on resolving social contradictions, driven by social management innovation, based on fair and honest law enforcement, in accordance with the requirements of solving a number of outstanding problems every year and striving for obvious results in three years, we will continuously strengthen source governance, continuously improve long-term mechanisms, continuously enrich grassroots foundations, effectively prevent various problems that affect social stability, and effectively enhance public safety, social harmony and mass satisfaction.

Second, the work content and main measures

1. Further promote the resolution of social contradictions, actively prevent and try to solve problems that affect social harmony and stability.

(1) Pay attention to preventing and reducing social contradictions from the source. Judicial administrative organs at all levels should adhere to the people-oriented principle and effectively solve the most concerned, direct and realistic interests of the masses. Vigorously strengthen mass work under the new situation and guide the masses to express their demands legally and rationally through proper channels. Actively participate in the "great mediation" work, give full play to the professional advantages of lawyers, and adopt non-litigation means such as pre-litigation mediation, in-court mediation, and out-of-court settlement to eliminate disputes. Encourage lawyers to serve as legal advisers to people's mediation and administrative mediation organizations, participate in the reception of letters and visits, strive to provide legal services for the government to deal with major emergencies and mass incidents, do a good job in mass work in a targeted manner, and promote the resolution of social contradictions into the legal track.

All legal aid institutions should carry out in-depth activities on the theme of "legal aid and convenience service", put the concept of convenience throughout the whole process of legal aid service, implement it in every link and aspect of work, and effectively prevent and resolve contradictions and disputes involving the vital interests of people in need.

The city's notary offices should strengthen management and supervision, strictly apply for certificates according to law, be good at preventing and resolving social contradictions and disputes through notarization, put an end to false and false certificates, and improve the social credibility of notarization work.
