The accident report and handling opinions shall be reported in accordance with the prescribed procedures within fifteen days from the date of the accident. If it cannot be submitted on time due to special circumstances, it shall apply to the labor department for an extension. Article 8 Open-pit mines must establish the following rules and regulations: (1) Operating rules for mining and stripping faces; Technical operation procedures; The post responsibility system for production safety of each type of work; Safety production reward and punishment system; Accident investigation analysis report system. Ninth mine (field) long safety qualification examination and qualification:
(a) mine (field) long must undergo professional training, and passed the examination of the labor department at or above the county level, and obtain the "mine safety qualification certificate" before taking office; No unit or individual may employ a person without a mine manager's safety qualification certificate as the mine (field) leader.

Article 10 No matter what contracting form is adopted for open-pit mines, both the employer and the contractor are responsible for mine safety management. Eleventh open-pit mines must hold a mining license issued by the mineral resources management department at or above the county level where the mine is located, a safety license issued by the labor department and a business license issued by the administrative department for industry and commerce before mining and quarrying operations can be carried out. Twelfth applications for the issuance of the "safety license" must submit the following information:
(1) Hydrology, geology and orebody of the deposit.
(2) Safety facilities and technical strength.
(3) The mine manager's safety qualification certificate held by the mine manager or mine (field) manager.
(four) topographic and geological maps and development system maps and other drawings and materials reflecting the basic situation of mine development and production.
(five) the geographical location, ore type, grade, industrial reserve, annual output, service life of the mine, and the distance from residential areas, important buildings and traffic trunk lines. Article 13 The labor departments at all levels must examine the application report of the Safety Permit in strict accordance with the Technical Specifications for Safe Production in Open-pit Mines, and issue it according to the principle of "one mine, one permit", and may not issue licenses in violation of regulations.
"Safety License" is uniformly printed by the Provincial Labor Department, and each license is valid for one year. After expiration, you can apply for a new certificate.
After the completion of open-pit mining, the mining safety license shall be turned over to the issuing authority and the cancellation procedures shall be handled.
The safety license shall not be bought, sold, leased, mortgaged or transferred. Article 14 Mining and stripping operations in open-pit mines must follow the principle of "top-down, horizontal bench mining" and achieve "simultaneous mining and stripping, first mining and then mining, and simultaneous development of the rich and the poor". It is forbidden to dig from bottom to top or tunnel, regardless of steps. Fifteenth stope elements must meet the following requirements:
(1) For mechanized mining of mines, the bench height shall not exceed 15m, and it can be determined by 1.2 times the maximum excavation height of loading machinery under special circumstances; For artificially mined mines, the bench height shall not exceed: soil sandstone.

(3) Minimum working platform width: The minimum platform width for mechanized mining should be determined through design according to the principle of ensuring mining safety, but it should not be less than 30m, and the minimum for manual mining should not be less than 5m.
