Lingbao is a large mining city with rich mineral resources. There are 31 kinds of minerals discovered and proven, including gold, silver, copper, zinc, molybdenum, iron sulfide, etc., and 27 kinds of minerals with proven reserves, especially gold. It is one of the two largest gold production bases in the country. Lingbao mining production started early. The local gold industry kicked off in 1976. After 30 years of rolling development, integration and growth, a gold industry chain integrating geological exploration, mining, mineral processing, smelting, deep processing and online trading has been formed, building a large gold, A pattern of big industry and big development. At present, the city's annual total output value of mineral mining and processing industries and related processing industries has reached 34.15 billion yuan, and the mining economy has become the city's largest pillar industry.

As a resource-based city, the primary task and fundamental solution for development is to improve resource utilization, maximize benefits, and follow the path of sustainable development. Circular economy is an economic development model that makes the best use of everything. It is essentially an ecological economy. "Reduction, reuse, and recycling" are the most important principles of circular economy. Developing a circular economy can maximize the use of resources and fundamentally solve the conflict between environment and development. It is an inevitable choice to break through resource and environmental bottleneck constraints and achieve sustainable and harmonious economic and social development. In recent years, we have persisted in implementing the Scientific Outlook on Development, vigorously implemented the integrated development of resources, continuously lengthened and strengthened the industrial chain, vigorously cultivated circular enterprises and industries, focused on building new non-ferrous metal smelting and processing bases, developed a mining circular economy, and promoted the mining industry. Production has transformed from extensive management to high efficiency and conservation, improved utilization efficiency, and achieved sound and rapid development of the mining economy. ——The level of resource utilization continues to improve. At present, key mining companies such as Gold Shares control 71% of the gold mineral rights in Xiaoqinling, and the concentration of mineral resources has been greatly improved; the average mining recovery rate of gold mining companies in the city has reached 92.5%, and the mining dilution rate has been controlled below 12.6%, which has improved overall the level of resource utilization.

——Enterprise efficiency has been greatly improved. The gold output of local gold enterprises above designated size in the city increased from 291,000 taels before integration to 656,000 taels (of which 406,000 taels were within the district), an increase of 125%; the output value increased from 6.79 billion yuan to 26.99 billion yuan, an increase of 297%; profits and taxes increased by 297%. 1.06 billion yuan rose to 4.24 billion yuan, an increase of 300%. At present, the number of gold mining rights holders in the city has been reduced from 36 to 21, realizing the transition from indiscriminate mining to orderly mining in accordance with the law, fundamentally suppressing the phenomenon of repeated investment, waste of resources, and environmental pollution, and achieving production order in the mining area. Our main approaches in developing the mining circular economy are:

1. Implement integrated development of mineral resources and consolidate the foundation for the development of the mining circular economy

The principles of circular economy The core is effective protection, rational development and efficient use of resources. In response to the problems existing in mining production such as the gradual depletion of superficial resources, low concentration of mining development, large number of mining enterprises, scattered layout, and small scale, we have vigorously implemented the strategy of "integration within the region and development outside the region" to scientifically utilize resources. First, efforts will be made to promote integration within the region. The "Implementation Opinions on the Integration of Gold Mineral Resources in Lingbao City" was scientifically compiled and proposed to "optimize layout, integrate resources, be intensive and efficient, reduce duplication of investment, promote the gathering of resources to advantageous key enterprises, make gold enterprises bigger and stronger, and achieve a sustainable mining economy. With the guiding ideology of "development" and in accordance with the requirements of the modern enterprise system, the city's 13 local state-owned gold enterprises were integrated and reorganized to form three major regional gold group companies: Gold Shares, Jinyuan Mining, and Gold Investment, changing the situation of scattered layout, weak scale, and The current situation of serious consumption, picking up the rich and abandoning the poor.

We will use economic means to acquire and merge the exploration rights and mining rights of non-state-owned gold companies surrounding the three major companies in accordance with the law, so that resources, assets, and technology can be gathered into advantageous backbone companies, and we will strive to build the "aircraft carrier" of Lingbao Xiaoqinling gold mining. After integration, the scale of gold enterprises has expanded rapidly, resource utilization efficiency has been significantly improved, and economic benefits have increased significantly. At present, our city has established exploration and mining bases in Xinjiang, Qinghai, Jiangxi and other places as well as Indonesia, and has constructed more than 60 development projects with an annual output of 250,000 taels of gold, basically achieving the goal of recreating "Lingbao Gold". The third is to deeply explore the potential of mines. By guiding key mining enterprises to vigorously implement deep exploration, 20 reserve reports have been submitted, gold reserves increased by 93 tons, and the service life of mines has been extended. The city has actively carried out investigation and evaluation of mineral resources such as dolomite, phosphate rock, molybdenum ore, barite, silica, etc., and applied for 9 national resource succession survey projects, forming a number of new mineral resource succession bases and improving resource Assurance and utilization levels.

2. Build a new smelting and processing base and build a carrier for the development of mining circular economy

The main body of developing circular economy is the enterprise, and the carrier is the industry. In recent years, we have combined Lingbao’s actual conditions, the requirements of new industrialization and circular economy development, and the guiding principles of “scale expansion, industrial upgrading, circular development, and becoming bigger and stronger” to build a new non-ferrous metal smelting and processing base. Cultivate the mining industry chain of circular economy.

The first is to focus on building a gold industry chain of "picking - smelting - polymetal recycling - waste utilization - intensive processing". While expanding the scale of mining and dressing, we will continue to expand the scale of smelting and vigorously carry out comprehensive recycling of polymetals. The smelting plant of Gold Co., Ltd., the smelting plant of Kaiyuan Company, the 1,000-ton dressing plant of Jinyuan Mining Company and the one-million-ton low-grade gold ore heap leach field have been built and expanded successively, bringing the city’s gold concentrate smelting capacity to 1,000 tons per day. The gold recovery rate has been increased from 98% to 99.5%, the silver recovery rate has been increased from 35% to 75%, low-grade ores have been recycled, and copper, silver, sulfur and other elements have been comprehensively recovered. The low-grade ore leach field of Jinyuan Mining Company can recover 612.7 kilograms of gold annually, and the smelting plant of Gold Co., Ltd. can by-produce 10,000 tons of national standard No. 1 electrolytic copper, 30 tons of silver, and 160,000 tons of sulfuric acid annually. At the same time, the industrial chain has been continuously extended, and deep processing enterprises such as Jinzhonghuang Jewelry and Tonghui Refining and Smelting have been established, mainly engaged in the development of gold and silver jewelry and gold and silver refining and processing. At present, the city's gold and silver jewelry processing capacity reaches 11 tons, gold smelting capacity reaches 50 tons, and silver refining capacity reaches 100 tons. The city has 15 gold mining companies and 4 gold smelting companies, with a daily mineral processing capacity of 10,000 tons, and has built the country's largest gold concentrate smelting base.

The second is to strive to create a lead industry chain of "lead smelting - flue gas acid production - zinc extraction through fuming - wet lead smelting - gold and silver extraction from waste residue - adding sulfuric acid residue to cement" . In accordance with the requirements of "removing small areas and supporting large ones, meeting environmental protection standards, and standardizing development", in 2004, we integrated and reorganized 23 lead smelting enterprises in the city and established four larger lead industries: Xinling, Zhicheng, Xinhua and Zhishen. Company, and implemented the oxygen bottom blowing lead process transformation. At present, two 100,000-ton renovation and expansion projects of Xinling and Zhicheng have been completed and put into operation. The other two 100,000-ton renovation projects and two 60,000-ton lead deep processing projects of Zhicheng Lead Industry and Yuxi Mining are under construction. By 2010, the city will have an annual production capacity of 500,000 tons of lead and zinc and 600,000 tons of sulfuric acid, and will become the largest lead and zinc smelting base in the central and western regions.

The third is to strive to build a sulfur-iron chemical industry chain of "mining - mineral processing - acid production - fertilizer production - comprehensive utilization of waste residue - waste heat power generation - polymetal recycling." Our city has abundant pyrite resource reserves and high grade, and is accompanied by minerals such as copper, silver, gold, lead, and iron. With Jinyuan Mining Company as the main body, we have implemented a comprehensive utilization project of sulfur and iron chemicals. At present, the first phase of the project has been completed and put into operation, with an annual processing capacity of 200,000 tons of pyrite, an annual output of 120,000 tons of sulfuric acid, 150,000 tons of phosphorus compound fertilizer, 70,000 tons of iron concentrate, and 20.4 million degrees of waste heat power generation; polymetal recycling is the main The second phase of the main project has started construction. After the project is completed, the gold, silver, copper and other metals associated with the pyrite can be fully recycled, realizing the comprehensive utilization and chain development of pyrite resources.

The fourth is to focus on building a copper industry chain of "mining-smelting-copper foil-copper deep processing". There is a large amount of copper associated with our city's mineral resources. While we are increasing copper smelting and increasing copper production, we are also focusing on deep processing of copper. A high-end copper foil production line has been built, with an annual output of 3,000 tons of various types of copper foil. Currently, projects such as comprehensive recovery of 8,000 tons of high-grade copper foil, 100,000 tons of cables and 100 tons/day of copper and gold concentrate are being implemented.

3. Establish a technical policy guarantee system and strengthen support for the development of circular economy in the mining industry

First, technical support. In the process of developing a circular economy in the mining industry, our city strongly supports and encourages enterprises to continue to research and utilize new technologies and new processes, and to take the road of scientific development of a circular economy. In 2006, the Gold Mining Technology Development Center and the Jinyuan Mining Postdoctoral Research Workstation were established to actively carry out research on mineralization laws, mining and dressing processes, low-grade ore smelting, polymetal comprehensive recovery, etc., in order to improve resource utilization efficiency and develop Circular economy provides technical support. In mining production, we have successively explored and adopted advanced practical technologies such as rockburst prevention and control technology, combined support technology of spiral arm beams and forward beams, and mining of gently inclined thin veins to achieve scientific and safe mining; vigorously promoted in gold enterprises The "gravity selection method" gold extraction technology has banned the traditional gold extraction process by mixing mercury, allowing mercury pollution to be effectively controlled. In the comprehensive recycling of multi-metals, we vigorously promote the use of acid roasting, acid leaching, extraction, electrowinning, cyanide conversion and other processes to maximize the recycling of gold, silver, copper, zinc and other metals. In the development and utilization of low-grade ores, a large-scale low-grade ore heap leach field was built, and mature heap leaching technology was used to implement large-scale development and utilization, which improved the efficiency of resource conservation and utilization. In the resource utilization of mine waste, we actively carry out external cooperation and technical research, build gold tailings resource development projects, and achieve "eat dry and squeeze out". The tailings are piled dry in a dense filter press, and the wastewater is recycled. The slag is used as a cement additive raw material, which effectively solves the environmental problem of gold tailings slag. In the production of the lead industry, new technologies such as oxygen bottom blowing and molten pool smelting were introduced to achieve a sulfur dioxide recovery rate of over 98%, basically eliminating pollution in the lead smelting process. The second is policy guarantee. We have formulated supporting incentive policies for the development of circular economy, giving priority to ensuring land supply for mining circular economy development projects; and implementing preferential measures in accordance with relevant fiscal and taxation policies to promote the development of mining circular economy onto an institutionalized and standardized track. The third is to build a development platform. Building ecological industrial parks is an effective way to develop circular economy. In accordance with the requirements of green, environmental protection and high technological content, Chengnan and Yuling Circular Economy Industrial Parks, which are mainly non-ferrous metal smelting, have been actively built. Currently, there are more than 10 enterprises in the park, building a highland for the development of mining circular economy.

4. Strengthen the management of mining geological environment and realize the harmonious development of mining circular economy

The restoration and management of mining ecological environment is an important part of the sustainable development of mining economy and the realization of the harmonious development of mining economy. Basic requirements for harmonious coexistence with nature and coordinated development of resource development and environmental protection. In the development of the mining economy, we combine the resource market with scientific development, adhere to the guiding ideology of “not only gold and silver, but also green water and green mountains”, and continue to accelerate the restoration and management of the geological environment in mining areas. First, in accordance with the principle of "whoever destroys it, he will fix it", we formulated and organized the implementation of the "Ecological Environment and Reconstruction Plan for the Xiaoqinling Area", raised tens of millions of yuan, and adopted measures to build dams and fill rocks, cover soil to create fields, plant trees and grass, and build key areas. Engineering and other measures have initially restored the ecological environment of the mining area. Second, in view of the characteristics of the Xiaoqinling gold mining area being a geological disaster-prone area in Henan Province, we insist on putting the restoration and management of the geological environment of the mining area and the prevention and control of geological disasters on the important agenda, and formulate and organize the implementation of the "Geological Disaster Prevention Plan" and "Geological Disaster Prevention and Control Plan". Implementation Measures for the Management of Reserve Funds for Mine Geological Environment Restoration and Governance"; organized mining right holders to cooperate with geological exploration units and scientific research institutions, and compiled and completed 18 mine geological environment restoration and governance plans, making the mine geological environment restoration and governance work more scientific and standardized track. At the same time, the state, local governments, and enterprises jointly raise funds to actively implement the mining geological environment restoration and management project. By the end of 2006, a total of more than 40 million yuan had been raised, 40 projects had been implemented, and key sections had been restored and managed. The third is to develop mining resource culture.

We deeply explored the resource culture contained in the Xiaoqinling mining area, and successfully applied for the Xiaoqinling Provincial Geopark through the planning and construction of the Niangniang Mountain Scenic Area, which effectively promoted the development of geological tourism and spawned the development of mining geological tourism, gold production tourism, etc. A series of special tourism projects build a geological tourism framework and open up new ideas for promoting the economic transformation and sustainable development of resource-based cities.

Reviewing the development process of the mining circular economy in our city, our main experiences are as follows:

First of all, changing concepts is a prerequisite. Circular economy is a brand-new development concept, growth method and consumption model, which is essentially different from the traditional extensive economy. In recent years, our city has continuously emancipated its mind, changed its concepts, and boldly explored and implemented the mining circular economy development model. In developing the mining circular economy, we firmly grasp the key to lengthening the industrial chain, launch projects, and engage in development, which has driven the rapid development of related industries and improved the development level of the mining circular economy. The formation of the non-ferrous metal smelting and sulfur-iron chemical industry chain in our city has not only made rational and effective use of mineral resources, but also saved energy, consumed waste, and protected the environment.

Third, support and guidance are key. As a new thing, circular economy must develop and grow only if there is a good social atmosphere, active advocacy, promotion, and strong support and promotion. Our city has taken various forms to vigorously publicize the significance, industrial policies and typical enterprises of the mining circular economy, forming a first-class awareness of the development of the mining circular economy throughout the city; providing circular economy mining enterprises and projects with land and funds. Tilt support; at the same time, we encourage organizations to organize mining enterprises to establish circular economy models, introduce circular economy technologies, and carry out circular economy exchanges and cooperation with foreign countries, which effectively promotes the in-depth development of mining circular economy.

Although our city has made active and beneficial explorations in developing mining circular economy and achieved certain results. But this is just the beginning. Compared with advanced regions, compared with the requirements of the scientific outlook on development, and compared with the requirements of building a harmonious society, there is still a big gap.
