4. If the owner and the lessee, borrower or other property user of the property agree that the property user will pay the property fee, and the property service company requests the owner to assume joint liability, the people's court shall support it.

5. If a property service enterprise makes a claim for property fees to the owners' committee, the people's court shall inform it to separately claim rights against the owners who are in arrears with property fees.
