202 1 Sichuan Special Plan Implementation Notice

The relevant city (state) admissions committee, the administrative department of education, the relevant universities:

In order to thoroughly implement the relevant arrangements of the central government on consolidating and expanding the achievements of tackling poverty, and conscientiously implement the "Implementation Opinions of the State Council on Deepening the Reform of Examination Enrollment System", according to the relevant requirements of the 20021Government Work Report, the Ministry of Education decided to continue to implement the special enrollment plan for key universities in rural areas and former poverty-stricken areas (hereinafter referred to as the special plan) in 20021year, including three special plans of the state, local and universities. All localities and relevant colleges and universities should conscientiously sum up the enrollment work of special plans in recent years, further refine and improve the implementation work plan, optimize the work arrangements for candidates' registration, qualification examination and enrollment, and promote the implementation of preferential policies for special plans. It is necessary to co-ordinate the prevention and control of epidemic situation and enrollment in examinations, strictly follow the requirements of local epidemic prevention and control work, conscientiously implement epidemic prevention measures in all aspects of the special plan, effectively protect the life safety and health of the majority of candidates and enrollment staff, and ensure the safe and smooth implementation of the enrollment work of the special plan.

According to the spirit of "Notice of the Ministry of Education on Continuing to Do a Good Job in the Implementation of the Special Enrollment Plan of Key Universities in 2002 1" (No.3 of the Ministry of Education [20021], see Annex1), the conditions and methods for reporting the special enrollment plan of our province are formulated in combination with the actual situation in Sichuan. The relevant work arrangements are hereby notified as follows.

1, application conditions

(a) the national special plan to recruit students from the original poor areas. The enrollment schools are universities affiliated to the central government and key universities affiliated to various provinces (autonomous regions and municipalities), and the implementation areas are concentrated contiguous counties with special difficulties and former key counties for poverty alleviation and development (***68, see Annex 1). The application conditions are: the applicant has a local household registration in the implementation area of our province for more than three consecutive years and a local high school student status for three consecutive years, and his father or mother or legal guardian has a local household registration, which meets the general college entrance examination in our province this year.

(2) The special plan of colleges and universities enrolls studious and excellent rural students in high schools below the county level (including county-level cities) in remote, poor and ethnic minority areas. The enrollment schools are universities directly under the Ministry of Education and other self-enrollment pilot universities (see Annex 3), and the implementation areas are ethnic areas, concentrated contiguous areas with special difficulties, old revolutionary areas and hard and remote areas in our province (*** 1 19 counties and cities, see Annex 2 for the list). The basic application conditions are: candidates and their parents or legal guardians must be rural hukou in the implementation area, and they must be themselves. On this basis, relevant colleges and universities can put forward other application requirements, and make it clear in the enrollment brochure to ensure that preferential policies benefit rural students.

(three) in our province to implement the local special plan to recruit rural students in the region. The enrollment school is a provincial key university in our province, and the implementation area is still the minority areas in our province, the concentrated contiguous areas with special difficulties, the old revolutionary base areas, and the hard and remote areas (with the special plan of colleges and universities). The application conditions are as follows: the applicant, his father or mother or legal guardian must be a rural household registration in the implementation area. I must have a local household registration for more than three consecutive years and a local high school student status for three consecutive years and actually study, which meets the registration conditions for this year's general college entrance examination in our province.

(4) Due to the poor conditions for running high schools in some counties and districts of our province, even some counties and districts have not held high schools, and there is also a situation that the household registration and student status have not been adjusted accordingly after the adjustment of administrative divisions in recent years, which leads to the objective phenomenon that individual candidates cross counties to study in other counties and districts of our province. Combined with the actual situation in our province, with the consent of the Ministry of Education, we have formulated the above-mentioned conditions for entering the examination, and we ask the relevant universities to give us understanding and support.

2. Qualification examination

(1) Candidate qualification declaration: county candidates who implement national special plans, local special plans and university special plans in our province, who intend to apply for the corresponding special plans, should register for the college entrance examination and declare the special items in the counties (cities, districts) where their household registration is located in accordance with the "Sichuan 202 1 Measures for Publicity of Admission and Care for College Entrance Examination Candidates and Special Type Enrollment Candidates" (available on the portal of the Provincial Education Examinations Institute). Failing to declare within the specified time, it shall be deemed as an automatic waiver of the qualification of the special plan.

Candidates applying for special programs in colleges and universities must also log on to the Sunshine College Entrance Examination Platform of the Ministry of Education (/gxzxbm/) to fill in and submit an application for special programs in colleges and universities. After the relevant colleges and universities issued the enrollment brochure, before April 25, all localities organized candidates to complete the declaration of special plans for colleges and universities.

(2) Examination of candidates' qualifications. Relevant counties (cities, districts) should make full use of the college entrance examination registration system, the public security household registration system and the primary and secondary school students' registration system in accordance with the prescribed registration conditions, carefully check the candidates' registration information, paper file information and the primary and secondary school students' registration system information, ensure that the candidates' household registration is true and accurate, and the contents are consistent, and prevent candidates from practicing fraud. Resolutely cancel the qualifications of candidates who do not meet the requirements of the implementation area, student status and household registration. Relevant audit procedures and measures shall be implemented in accordance with the Notice of the Provincial Recruitment Committee, the Education Department and the Public Security Department on Doing a Good Job in the Qualification Audit of Students in Rural and Poverty-stricken Areas of Key Universities in our province (No.9 of Sichuan Recruitment Committee [2018]).

All localities should, under the leadership of the local recruitment committee and in combination with local conditions, further improve and implement the multi-sector joint audit mechanism in which local education, public security and other departments and enrollment institutions are responsible for the division of labor, strictly implement the working system of "who is in charge, who reviews, who signs and who is responsible", further strengthen the responsibility system and accountability system for candidates' qualification examination, and all relevant staff members must sign letters of responsibility one by one to ensure the implementation of responsibilities. The audit results should be rechecked by a special person to ensure authenticity and accuracy, and the person in charge should sign a clear opinion and affix the official seal of the unit. The local education administrative department is responsible for reviewing the candidates' graduation school, years of continuous study in local high schools, whether they actually study, and the actual years of study; The middle school is responsible for cooperating with the administrative department of education to conduct a preliminary examination of students' school status and continuous study years, whether they actually study and the actual study years; The public security department is responsible for reviewing the candidate's household registration address, the urban-rural classification attribute of the household registration location, the continuous number of years that the candidate has obtained the household registration of the current residence, and whether the household registration of the candidate's father or mother or legal guardian is in the urban-rural classification attribute of the household registration location; The entrance examination department is responsible for organizing and coordinating the qualification examination, and summarizing and reporting the list of qualified candidates for the qualification examination of local special programs.

(3) Examination of candidates' qualifications. Our province will review the qualifications of all candidates admitted to the special program. Undergraduate, national special plan, local special plan, college special plan after the completion of the admission work, the provincial education examinations institute will immediately according to the city (state) distribution of the current special plan to admit candidates list, all localities should promptly and strictly examine the qualifications of candidates admitted to the special plan, and report the audit results in batches before the first batch of undergraduate parallel volunteer files.

Step 3: Schedule

Before May 14 and 16: 00, the relevant city (state) admissions examination institutions shall submit to the Provincial Education Examinations Institute the list of qualified candidates for the national and local special plans.

After the registration of candidates for special programs in colleges and universities, the Provincial Education Examinations Institute downloads the list of Sichuan candidates on the Sunshine College Entrance Examination Platform of the Ministry of Education, and issues the list of candidates in this city (state) to the city (state) admissions examination institutions. After the relevant counties (cities, districts) review the candidates' qualifications and approve the candidates' relevant information according to the specified conditions, the list of candidates with the results of the review (the status of qualified candidates is "passed" and the status of unqualified candidates is "failed") will be reported to the Provincial Education Examinations Institute step by step before May 14. The Provincial Education Examinations Institute collects the list of candidates in the province and uploads it to the Sunshine College Entrance Examination Platform. Before the end of May, after the relevant colleges and universities have completed the examination of other conditions of candidates and uploaded the list of qualified candidates to the Sunshine College Entrance Examination Platform, the Provincial Education Examinations Institute will download and publicize it on the Sunshine College Entrance Examination Platform.

4. Voluntary reporting and admission methods

The voluntary setting, voluntary reporting method and admission filing method of national special plans and local special plans will continue to implement the relevant provisions of the Notice of Sichuan Higher Education Admissions Examination Committee on Improving the Admission Ratio of Rural Students in Poverty-stricken Areas of Colleges and Universities in our province (No.23 of Sichuan Recruitment Committee [2065438+04]).

Our province has set up a special plan for colleges and universities, which serves as the basis for qualified candidates to file in advance when they meet the admission conditions of colleges and universities. After the results of the college entrance examination are announced, within the time specified by our province, the college plan of our province publicized by the "Sunshine College Entrance Examination" platform of the Ministry of Education was selected as qualified candidates, and registered in the online college entrance examination volunteer reporting system of our province to fill in the college plan volunteers. Eligible candidates choose to fill in the volunteers of a special plan school in colleges and universities and fill in the majors determined by the school. Candidates should fill in the college special plan professional volunteers according to the college special plan, provincial enrollment plan and enrollment specialty published on the college enrollment website. Candidates who fill in the college special plan volunteers can fill in all batches of ordinary college entrance examination volunteers at the same time.

For schools that arrange provincial enrollment plans in the special plans of colleges and universities, the Provincial Education Examinations Institute will file files with colleges and universities according to the total scores of qualified candidates' college entrance examination scores, preferential scores given by colleges and universities and the simulated filing line of colleges and universities before the start of undergraduate enrollment in the special plans of colleges and universities. The total score of the college entrance examination is divided into the score line and the bonus point, and the bonus point is determined by the university whether to admit it or not. According to the Notice of the Ministry of Education on Doing a Good Job in Enrollment of Ordinary Colleges and Universities in 20021(J [202 1]1No.): "All the bonus points and bonus points for the college entrance examination shall not be used for enrollment projects such as art majors, high-level art troupes, high-level sports teams and special plans of ordinary colleges and universities that do not arrange provincial enrollment plans." The simulated investment line of colleges and universities is the final simulated investment line of schools in our province. Colleges and universities adjust the corresponding plans through the "online management system of the national enrollment source plan for ordinary colleges and universities", and select the best candidates before this batch of ordinary volunteers file according to the method published in the enrollment brochure. The files of qualified candidates for special programs in colleges and universities are placed before the files of high-level art troupes, and the admission is completed before a batch of undergraduates. In principle, the admission score line is not lower than the admission control score line of batches where ordinary colleges and universities enroll students.

Encourage special plans of colleges and universities to directly arrange admission to provincial plans; Colleges and universities that intend to carry out school examinations can actively take video to carry out assessments. Colleges and universities that arrange admission by province should prepare the enrollment source plan of our province according to the situation of qualified candidates, and mark it well.

5. Strengthen publicity

Education administrative departments at all levels, enrollment examination institutions, relevant universities and middle schools should further optimize their services, increase the publicity of special enrollment plans, make full use of various media, actively carry out various forms of enrollment publicity, and provide comprehensive policy interpretation and consulting guidance for candidates. It is necessary to thoroughly interpret the application conditions, enrollment policies and recruitment procedures of the special plan, widely publicize the preferential enrollment and funding policies of the special plan, and strive to make the majority of candidates in the implementation area fully aware. Strengthen the guidance of candidates' voluntary reporting, and encourage outstanding students who meet the requirements in the implementation area to actively apply for the exam. Relevant colleges and universities should co-ordinate the training of special plans to recruit candidates, and actively take academic counseling and appropriate extension of study time according to the characteristics of different students to help students successfully complete their studies.

6. Information disclosure

The relevant city (state), county (city, district) enrollment examination institutions, universities and middle schools should conscientiously implement the requirements of the "Sunshine Project" for college enrollment, and consciously accept candidates and social supervision. Admission examination institutions and middle schools at all levels should promptly publicize the names of candidates, schools, schools, parents or legal guardians' domicile and other information on the websites of the city (state) and county (city, district) admission examination institutions and the websites and classes of the middle schools where they are located. The Provincial Education Examinations Institute will publicize the list of candidates who have passed the qualification examination of special programs in our province on the portal website (www.sceea.cn). Relevant colleges and universities should promptly publicize the list of candidates, qualified candidates, admission criteria and admission results who have passed the qualification examination of the special program on the school enrollment website and the sunshine college entrance examination platform of the Ministry of Education. Schools around the country should improve the reporting and verification mechanism and handle all kinds of letters and visits in a timely manner.

7. Supervision and inspection

The relevant city (state), county (city, district) admissions examination institutions, universities and middle schools should further improve the supervision and inspection system, take the initiative to carry out in-depth supervision and inspection, and timely rectify the problems found. The staff and candidates who violate the rules and regulations in the enrollment of special programs will be dealt with seriously in strict accordance with the relevant regulations, and the relevant personnel will be held accountable. Suspected of a crime, transferred to judicial organs for legal responsibility. Candidates who provide false personal information or materials are regarded as cheating in the national education examination, and their special program registration and admission qualifications are cancelled. At the same time, he was disqualified from the college entrance examination registration, examination and admission, and suspended from taking various national education examinations 1-3 years according to the seriousness of the case.
