If the contents of the leaflet are only advertisements and commodity information, it is not illegal; If the content of the leaflet is insulting and slandering others, the number is large, anti-social and the amount is large; It may be suspected of spreading false information or disturbing social order. It depends on what kind of leaflets are distributed. It is not allowed to distribute leaflets containing illegal content.

Legal basis: Article 43 of the Regulations on the Administration of City Appearance and Environmental Sanitation. No one is allowed to distribute, hang or post promotional materials and advertisements in public places without authorization, and no one is allowed to portray, scribble or spray slogans, promotional materials and advertisements on buildings and structures. In violation of the provisions, it shall be ordered to clear, confiscate the illegal property and income, and impose a fine of more than 100 yuan 1000 yuan; If the circumstances are serious, a fine ranging from 1000 yuan to 1000 yuan shall be imposed. Unauthorized use or organization of posting, scribbling, spraying, distributing slogans, promotional materials and advertisements for publicity, confiscate illegal property and illegal income, and impose a fine of 1 yuan and 654.38+million yuan; If the circumstances are serious, a fine of 6,543,800 yuan or more and 500,000 yuan or less shall be imposed.
