In the field of engineering construction, construction general contracting enterprises (including professional contracting enterprises that directly contract construction units to contract projects, the same below) take overall responsibility for the wage payment of migrant workers who contract projects, while subcontracting enterprises (including professional contracting enterprises that contract projects, the same below) take direct responsibility for the wage payment of recruited migrant workers, and shall not deduct or default the wages of migrant workers on the grounds that the project funds are not in place, and shall not pass on business risks such as contract receivables to migrant workers.

(4) Strictly regulate the management of labor and employment. Supervise all kinds of enterprises to sign labor contracts with migrant workers in accordance with the law and strictly perform them, establish a roster of employees and handle labor and employment filing. In the field of engineering construction, we should insist on signing labor contracts with migrant workers before construction enterprises enter the site, fully implement the real-name management system for migrant workers, establish a labor remuneration manual, record the identity information, labor attendance, wage settlement and other information of migrant workers on the construction site, and gradually realize the information-based real-name management. Construction general contracting enterprises should strengthen the supervision and management of labor employment and wage payment of subcontracting enterprises, equip the project department with labor management personnel, establish a registration system for construction personnel entering and leaving the site, establish management ledgers such as attendance measurement and wage payment, and grasp the employment and wage payment on the construction site in real time, and shall not be entrusted by the contractor. Construction general contracting enterprises and subcontracting enterprises shall keep written records of wage payment signed and confirmed by migrant workers themselves for more than two years for future reference.

(five) the implementation of bank payroll system. Promote all kinds of enterprises to entrust banks to pay the wages of migrant workers. In the field of engineering construction, we encourage the implementation of the method of entrusting the wages of migrant workers in subcontracting enterprises to the general contracting enterprises for direct payment. Subcontractors are responsible for applying for individual wage accounts of banks for migrant workers, handling real-name registration system wage payment bank cards, assessing the workload of migrant workers on a monthly basis and preparing wage payment forms, which are signed and confirmed by migrant workers themselves, and submitted to the general contracting enterprise to entrust the banks to directly transfer their wages into individual wage accounts of migrant workers through their special accounts for wages (service fees).
