Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful and livable city environment, these Regulations are formulated in accordance with the Regulations of the State Council on the Administration of City Appearance and Environmental Sanitation, the Regulations of Hunan Province on the Comprehensive Administration of Cities and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of this Municipality and other urbanization management areas designated and announced by the people's governments at or above the county level. Article 3 The management of city appearance and environmental sanitation shall adhere to the principles of people-oriented, unified leadership, regional responsibility, public participation and social supervision. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, and establish a diversified investment guarantee mechanism for public finance and social funds.

City, county (District) people's governments can take the form of purchasing services or franchising to promote the market-oriented operation of city appearance and environmental sanitation infrastructure and management. Article 5 The comprehensive law enforcement department of urban management of the Municipal People's Government (hereinafter referred to as the urban management department) is responsible for the management of city appearance and environmental sanitation within its administrative area. Other units and departments shall, according to their respective responsibilities, do a good job in the management of city appearance and environmental sanitation.

The competent department of urban and rural planning of the people's government of the city or county shall, jointly with relevant departments, organize the preparation of special plans for important regional landscapes, municipal facilities, outdoor advertisements, public parking lots, farmers' markets, environmental sanitation, and special industries. , and in accordance with the provisions of the people's government at the same level for approval.

The municipal urban management department shall formulate the standards for the setting of urban appearance and environmental sanitation facilities, and report them to the Municipal People's Government for approval and promulgation in accordance with regulations.

The administrative punishment prescribed in these Regulations shall be implemented by the urban management department. Sixth urban management departments should establish and improve various systems, implement the responsibility system for law enforcement and the accountability system for administrative faults, standardize law enforcement behavior, and adhere to strict, standardized, fair and civilized law enforcement. Article 7 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to keep the city appearance clean and tidy, and have the right to discourage, complain and report acts that damage the city appearance and environmental sanitation facilities.

Urban management departments can hire voluntary coordinators of city appearance and environmental sanitation among citizens to assist in publicity, education and civilized persuasion.

Advocate community neighborhood committees to organize residents to formulate conventions on maintaining city appearance and environmental sanitation, mobilize social organizations and residents to actively participate in city appearance and environmental sanitation management, encourage voluntary behavior and public welfare actions of city appearance and environmental sanitation, and build a clean, beautiful and civilized livable environment.

Any unit or individual shall respect the city appearance and environmental sanitation workers and their labor achievements, and shall not interfere with their normal operations. Article 8 The people's government of a city and its relevant departments of city appearance and environmental sanitation shall strengthen the publicity and education of laws and regulations on city appearance and environmental sanitation management and environmental sanitation knowledge, and the mass media such as radio, television, newspapers and online media shall carry out publicity of city appearance and environmental sanitation, create an atmosphere in which everyone participates in city management and loves city appearance and environmental sanitation, and enhance citizens' social morality consciousness of consciously safeguarding city appearance and environmental sanitation and civilized order. Chapter II Area of Responsibility for City Appearance and Environmental Sanitation Article 9 The system of area of responsibility shall be implemented for city appearance and environmental sanitation. The person in charge of the city appearance and environmental sanitation responsibility area shall, in accordance with the provisions of these regulations, do a good job in the city appearance and environmental sanitation work in the area of responsibility. Tenth city appearance and environmental sanitation responsibility area shall be designated by the city management department. The person in charge of the responsible area shall be determined in accordance with the following provisions:

(a) primary and secondary roads, bridges, underpasses, back streets, public toilets, bus stations, garbage transfer stations (points) and other public areas, the city appearance and environmental sanitation management unit is responsible for;

(two) the area of responsibility of organs, organizations, enterprises and institutions, each with its own responsibilities;

(three) the responsibility area of the residential area where property management is implemented shall be the responsibility of the property management unit; The area of responsibility for residential areas without property management shall be the responsibility of the community neighborhood (village) committee or the owners' committee;

(4) The responsible areas of hotels, restaurants, guesthouses, shopping malls, supermarkets, shops, bazaars, exhibition places (kiosks), gas stations and other places shall be the responsibility of the business or management units;

(5) The areas of responsibility of public places and their ancillary facilities such as culture, sports, entertainment, parks, squares, public green spaces, airports, highways, railways, stations, docks, parking lots, etc. shall be the responsibility of the business or management units;

(six) areas of responsibility for public facilities such as fire protection, drainage, flood control, water supply, power supply, gas supply, postal services, communications, public transportation, sanitation, public security, signs and signs. , by the business or management unit responsible for;

(seven) rivers (streams), lakes, ponds and other urban waters and shoreline responsibility areas, by the environmental sanitation responsibility unit;

(eight) the responsibility area of land reserved and requisitioned by the government shall be the responsibility of the land and resources department; The responsibility area of the land to be built shall be the responsibility of the property right unit; The responsibility area of the construction site shall be the responsibility of the construction unit.

If the owners and operators have an agreement on the responsibility of city appearance and environmental sanitation, such agreement shall prevail.

The operators shall be responsible for the buildings (structures) or other facilities and places that should be included in the city appearance and environmental sanitation responsibility area other than those specified in the first paragraph; If there is no operator, the owner shall be responsible. After determining the responsible area and responsible person, it shall notify the responsible person in writing.
