Is it illegal for migrant workers to hold banners to ask for wages?

It is not illegal, but if it affects public order, you may be subject to administrative detention.

You need to pay attention to the following aspects:

1. Do not affect public order or gather people to cause trouble.

2. Pay attention to the content of the banner, which can reflect the real situation and express your own demands, but you should avoid using insulting language.

Although this behavior is not illegal, it is recommended to adopt more appropriate ways to ask for wages, such as filing a complaint with the Labor Inspection Brigade or applying for labor arbitration.
