Article 2 All units, residents and passing persons in our city must abide by these regulations. Article 3 The management of city appearance and environmental sanitation shall implement the management principle of combining sections and sections, focusing on sections, guaranteeing each section, and each taking responsibility. Article 4 The Municipal Urban Construction Bureau is the department in charge of city appearance and environmental sanitation and is responsible for the planning, construction and management of city appearance and environmental sanitation. Article 5 In accordance with the policy of "people's cities are built by the people and people's cities are managed by the people", all units must establish and improve mass health organizations and responsibility systems, strengthen publicity and education on city appearance and environmental sanitation management, and establish a good custom of loving cleanliness and respecting hygiene. . Chapter 2 City Appearance Management Article 6 Urban roads must be kept smooth. The municipal maintenance and management department must repair collapsed and damaged pavement within a specified period of time. Article 7 Buildings facing the street must be kept clean and beautiful. Doors and windows with incomplete glass, damaged walls or peeling paint must be repaired and painted in time.

The renovation and exterior decoration of street-facing buildings must be approved by the city appearance management department to comply with urban planning and city appearance requirements.

The walls of the courtyard facing the street should be neat and beautiful, and any collapsed or damaged ones should be repaired in time. Newly constructed fences on both sides of main streets should adopt transparent or semi-transparent fences.

The renovation and closure of balconies of buildings on both sides of main streets must be approved by the city appearance management department. Article 8 No small houses, shacks, barriers, gates or other buildings that obstruct the view of the city shall be built on both sides of the street.

Objects that may hinder the view of the city must not be piled up in front of the doors, windows, balconies and verandahs of buildings facing the street. Article 9 Clothes to be dried and sundries of all kinds are not allowed to be hung on both sides of the main streets and on their houses. Article 10 Without approval, stalls, kiosks, stacking materials, processing, repairs and other activities are not allowed on both sides of the street.

Vehicles of all kinds are not allowed to enter the street square, and stalls and kiosks are not allowed to be set up at will.

Approved stalls, kiosks, and service carts must be beautiful in appearance and kept clean at all times. Article 11 Construction units shall adhere to civilized operations. The construction site facing the street must be fenced, and equipment and materials must not be piled randomly. Before the project is delivered for use, the construction site must be cleaned to ensure that municipal facilities are in good condition. Article 12 No permanent or semi-permanent buildings may be built in various markets without approval. Market authorities should strengthen the city appearance management of various markets. Article 13 Advertisements, notices, shop fronts, plaques, showcases, galleries and facade decorations of all enterprises and institutions must be approved by the city appearance management department and posted, hung and set up as required. Article 14 Road signs, house signs, tram stop signs, traffic signs, traffic guard towers, street light poles, substation booths, fire hydrants, traffic guardrails, sanitation facilities, etc. must be kept clean and intact and must not hinder the city's appearance. Article 15 Political activities on festival days require the hanging of slogans, banners and other promotional materials, which must be backed by cloth, sewn firmly and removed promptly after the event. Article 16 No parking lot shall be set up arbitrarily without approval. All kinds of motor vehicles should be kept in good condition and clean. If the car body is seriously damaged and deformed, it is not allowed to drive in the urban area. Chapter 3 Environmental Sanitation Management Article 17 Division of Environmental Sanitation Management of Streets, Squares and Markets:

1. Roads and squares are cleaned by the district cleaning team and appointed cleaning staff according to the prescribed time. , always keep clean and hygienic;

2. In various markets such as agricultural trade, light industry, secondhand goods, furniture, etc., the market management department shall set up sanitary boxes and garbage bins, and must have full-time (part-time) personnel responsible for environmental sanitation Management, the venue should be cleaned up in time after the market closes;

Various commercial stalls and kiosks must be equipped with waste bins (bags) and cleaning tools, and the operators can clean them at any time;

< p> 3. The units on both sides of the street must be responsible for cleaning and cleaning according to the responsibility areas divided by the street offices where they are located.

Article 18 All units and individuals must abide by the following regulations:

1. No spitting, littering of fruit peels, paper scraps and other debris, and no open defecation;

3. Do not carry out operations on the street that hinder the appearance of the city and environmental sanitation;

4. Mud on wheels Vehicles carrying bulk materials such as garbage and lime must be covered with tarpaulins, and vehicles carrying fluid materials must be sealed and must not be scattered along the way;

6. Drivers and passengers of buses, electric vehicles, and automobiles are not allowed to scatter waste tickets or dirt on the streets;

7. They are not allowed to pile up fur, firewood, sawdust, or trash on the streets. Cloth, waste paper, plastic sheeting, manure and other debris. Article 19 The sludge and dirt removed from the sewer wells must not fall to the ground, and the removal unit must transport them away in time. Article 20 Animal-drawn vehicles that are allowed to pass must be equipped with qualified manure bags and cleaning tools. Do not scatter feces or other dirt. Article 21 Livestock and poultry are not allowed to be raised in the livestock and poultry prohibited areas specified by the Municipal People's Government. Units that need to raise livestock and poultry due to special circumstances must obtain approval from relevant municipal departments and must not affect environmental sanitation.

Livestock and poultry raised in urban areas outside the prohibited areas must be kept in pens and houses, and must be matted and cleaned frequently to ensure a clean environment.
