According to the spirit of the Notice on Printing and Distributing (* Guo Ban Fa [20 18] 148) issued by the Civil Affairs Bureau and other 10 departments, and the arrangement of the video teleconference on the special rectification action for outstanding problems in the field of funeral and interment in provinces and cities, it was decided to jointly carry out it throughout the county from mid-August to the end of June in 20 18. I. Work Objectives and Basic Principles

Focusing on the long-term, taking special rectification as an opportunity, we should improve laws and regulations, strengthen industry self-discipline, improve the funeral service system, ensure and improve the supply of funeral services, and form a long-term mechanism to standardize and strengthen funeral management as soon as possible.

5. Illegal construction of clan cemeteries, luxury cemeteries or large-scale hardened cemeteries violates the requirements of land-saving ecological burial.

6. Building or selling (renting) graves (tombs) in excess of the prescribed area.

7. In addition to pre-selling (renting) graves (tombs) and ashes storage spaces to special groups such as the survivors of the deceased and ensuring their own use, selling (renting) graves (tombs) and ashes storage spaces to those who have not issued death certificates, cremation certificates or relocation certificates.

County funeral homes, operating cemeteries, rural public welfare cemeteries, centralized burial areas and mortuaries of medical institutions are all included in the scope of this special rectification.

Third, methods and measures to correct illegal problems

1. Construction of cemetery facilities without approval, failure to go through construction land procedures or other related procedures in accordance with the law, modification of cemetery construction planning to expand construction land area without approval, illegal construction of clan cemeteries, violation of land-saving ecological burial requirements, etc. , cemetery enterprises or developers must be ordered to immediately stop the construction and sales behavior, and then in accordance with the provisions and requirements of funeral management, clear the direction and measures of rectification, and urge the rectification measures to be put in place. Need to go through the relevant formalities, complete the formalities, establish and improve the cemetery enterprise files;

Development, construction and sales that exceed the prescribed construction standards and violate the prohibitive provisions must be corrected immediately.

Problems left over from history, long-term accumulated contradictions and problems involving a wide range should be carefully studied, and legal, reasonable and feasible measures should be taken to solve them as a whole. Resolutely crack down on serious violations of the law and obstruct confrontation with law enforcement.

Housing and urban construction departments should strengthen supervision and inspection of funeral homes and cemeteries. Health departments should correct and investigate illegal outsourcing and illegal funeral services in mortuary of medical institutions. The industrial and commercial departments should investigate and deal with restrictions on competition and monopoly in the funeral industry according to law, and cooperate with the investigation and handling of illegal acts of manufacturing and selling funeral equipment and feudal superstitious funeral supplies that do not meet national technical standards. The administrative department of religious affairs shall standardize the construction of ashes storage facilities in religious activity places according to law. Relevant departments should strengthen the source prevention and control of hidden dangers in funeral service management, and take joint law enforcement when necessary to clean up and investigate outstanding problems.

(3) Strengthen publicity and create a good public opinion environment. All townships (towns) should strengthen the interpretation of funeral policies and the guidance of public opinion, actively speak out in a timely manner, unify external publicity, and respond to social concerns and mass demands in a targeted manner. Vigorously publicize the advanced models of funeral reform, expose a number of illegal models, educate and warn cadres and the masses with typical cases, and guide the establishment of a new funeral fashion of being rich but thin, saving land and ecology, and changing customs. Strengthen public opinion monitoring, strengthen media responsibility, and create a good public opinion environment for special rectification work.
