Can the concrete mixing station use bagged cement?

In order to save resources, protect the environment, promote the development of bulk cement and ready-mixed concrete, improve the efficiency of construction projects, reduce urban noise and dust pollution, and build a conservation-oriented society. The government explicitly prohibits the use of bagged cement in concrete mixing stations.

However, commercial concrete should be used in construction projects. If commercial concrete cannot be used due to special circumstances, the construction unit shall apply and report to the construction administrative department for examination and approval before using bagged cement ready-mixed concrete at the construction site.
