People's Republic of China (PRC) Law on the Protection of the Yellow River Article 1 This Law is formulated in order to strengthen the protection of the ecological environment in the Yellow River basin, ensure the An Lan of the Yellow River, promote the economical and intensive utilization of water resources, promote high-quality development, protect and carry forward the Yellow River culture, and realize the harmonious coexistence between man and nature and the sustainable development of the Chinese nation.

Article 2 This Law is applicable to all kinds of activities of ecological protection and high-quality development in the Yellow River Basin. Where there are no provisions in this law, the provisions of other relevant laws shall apply.

The Yellow River Basin as mentioned in this Law refers to the relevant county-level administrative regions of Qinghai Province, Sichuan Province, Gansu Province, Ningxia Hui Autonomous Region, Inner Mongolia Autonomous Region, Shanxi Province, Shaanxi Province, Henan Province and Shandong Province involved in the main stream, tributaries and lakes of the Yellow River.

Article 3 For ecological protection and high-quality development in the Yellow River Basin, we should adhere to the leadership of the Party, implement the requirements of paying equal attention to protection and governance, strengthen pollution prevention and control, and implement the principles of ecological priority, green development, water measurement, water conservation, local conditions, classified policies, overall consideration and coordinated promotion.

Article 4 _ _ The State shall establish an overall coordination mechanism for ecological protection and high-quality development in the Yellow River Basin (hereinafter referred to as the overall coordination mechanism for the Yellow River Basin), comprehensively guide and coordinate the work of ecological protection and high-quality development in the Yellow River Basin, review major policies, major plans and major projects in the Yellow River Basin, coordinate major issues across regions and departments, and supervise and inspect the implementation of relevant important work.

All provinces and autonomous regions in the Yellow River Basin may establish a provincial-level coordination mechanism as needed to organize and coordinate the work of promoting ecological protection and high-quality development in the Yellow River Basin within their respective administrative areas.
