Chapter I General Provisions Article 1 In order to strengthen the protection and restoration of the ecological environment in the Zijiang River Basin, ensure ecological safety and realize the harmonious coexistence between man and nature, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of the Yangtze River and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention and control of water pollution, resource protection and ecological environment restoration, green development, cross-regional cooperation and other activities of Zijiang protection in this Municipality.

The term "Zijiang River Basin" as mentioned in these Regulations refers to the catchment area formed by the main stream, tributaries and lakes of Zijiang River in this Municipality, and the specific scope is delineated by the Municipal People's Government and announced to the public. Article 3 The economic and social development of the Zijiang River Basin should adhere to ecological priority, green development, pay attention to protection and not engage in large-scale development; The protection of Zijiang River should adhere to scientific planning, innovation drive, systematic governance, linkage cooperation and social participation. Article 4 The people's governments of cities and counties (districts) in the Zijiang River Basin shall strengthen their leadership over the protection of the Zijiang River, incorporate the protection of the Zijiang River into the national economic and social development plan, increase financial investment in the protection and restoration of the ecological environment in the Zijiang River Basin, and establish and implement the annual assessment and administrative accountability system for the target responsibility of the Zijiang River protection. Supervise the relevant administrative departments and people's governments at lower levels to perform their duties of protecting and managing Zijiang River according to law.

Township people's governments and sub-district offices in Zijiang River Basin are responsible for organizing and implementing the specific work of inland river protection within their respective jurisdictions, and assisting relevant departments to do relevant work.

The village (neighborhood) committees in the Zijiang River Basin shall assist the township people's governments and sub-district offices in the protection of Zijiang River. Encourage the protection of the Zijiang River to be included in the village regulations and residents' conventions. Article 5 The departments of water conservancy, ecological environment, development and reform, natural resources and planning, industry and informatization, housing and urban and rural construction, finance, transportation, agriculture and rural areas, forestry and urban management of the people's governments of the cities and counties (districts) in the Zijiang River Basin shall, according to their respective functions and duties, do a good job in the protection of inland rivers within their respective administrative areas. Article 6 The heads of rivers and lakes at all levels in the Zijiang River Basin shall perform their duties as heads of rivers and lakes according to law, and organize and lead the work of water resources protection, waterfront management, water pollution prevention, water environment management and water ecological restoration in the inland river basins within their respective jurisdictions. Article 7 The people's governments of cities and counties (districts) in the Zijiang River Basin and their relevant departments shall organize, guide and support enterprises, institutions, social organizations, volunteers and other social forces to participate in activities such as ecological environment protection and restoration, rational utilization of resources and green development in the Zijiang River Basin.

The major decision-making matters of Zijiang protection should be widely listened to through hearings, demonstration meetings, symposiums and consultation meetings. Eighth city, county (District), Township People's government, street offices and relevant departments should strengthen the publicity and education of ecological environment protection and green development in Zijiang River Basin.

The news media should take various forms to publicize the ecological environment protection and green development of the Zijiang River Basin, and supervise the illegal activities by public opinion according to law. Ninth any unit or individual has the right to complain and report violations of the regulations on the protection of the Zijiang River. The organ that accepts the complaint or report shall handle it in time. Chapter II Prevention and Control of Water Pollution Article 10 The Municipal People's Government shall implement the responsibility of reducing the total discharge of key pollutants according to the total discharge control targets set by the provincial people's government. Enterprises and institutions in the Zijiang River Basin shall take measures to control the total discharge of pollutants as needed. Article 11 Unless there are special requirements for safety or industrial layout, newly-built industrial projects with pollutant discharge in Zijiang River Basin shall enter industrial clusters such as industrial parks and development zones in accordance with regulations.

The industrial cluster area of Zijiang River Basin should build centralized sewage treatment facilities and pipe networks to implement centralized sewage treatment; Install online monitoring equipment to ensure the normal operation of the monitoring equipment, and network with the monitoring system of the competent department of ecological environment.

Units that discharge industrial wastewater into the pipe network of centralized sewage treatment facilities in the industrial cluster area of Zijiang River Basin shall carry out pretreatment in accordance with the relevant provisions of the state to ensure that the water quality entering the pipe network of centralized sewage treatment facilities meets the national and provincial standards.

The operating unit of centralized sewage treatment facilities in the industrial cluster area of Zijiang River Basin shall ensure the normal operation of sewage treatment facilities in accordance with state regulations. Article 12 The people's governments of cities and counties (districts) in the Zijiang River Basin shall organize the investigation and rectification of the sewage outlets in the Zijiang River Basin, clarify the responsible subjects and implement classified management.

The competent department of ecological environment of the people's government of the county (District) in the city and Zijiang River basin shall establish a statistical system and a file system for sewage outlets into the river, do a good job in the management of registration, coding and identification of sewage outlets into the river, and strengthen the daily supervision and monitoring of sewage outlets into the river. Article 13 The people's governments of cities and counties (districts) in the Zijiang River Basin shall organize relevant departments of natural resources, planning, ecological environment and water conservancy to comprehensively prevent and control heavy metal pollution such as arsenic and antimony.

Enterprises involved in heavy metals should make resource utilization and harmless treatment of tailings, waste residue and wastewater containing heavy metals to prevent environmental pollution; Those who cause pollution shall be responsible for restoring the environment. Article 14 The people's governments of cities and counties (districts) in the Zijiang River Basin shall co-ordinate the construction of centralized sewage treatment facilities and supporting pipe networks in urban and rural areas, ensure their normal operation, and improve the capacity of urban and rural sewage collection and treatment.

Urban sewage pipe network can be extended to rural areas, and rural sewage should be connected to urban sewage pipe network for centralized treatment.

For rural sewage not connected to the urban sewage pipe network, encourage and support the construction of small decentralized sewage treatment facilities, or adopt sewage purification and ecological treatment measures such as constructed wetlands, ecological ditches and biofilters for treatment.
