The notice made it clear that the fishing ban covers the rivers and their first-class tributaries where 45 aquatic life reserves are located in Sichuan in the Yangtze River basin, as well as the main stream of the Yangtze River and its first-class tributaries and the Minjiang River, Tuojiang River, Chishui River, Jialing River and Dadu River in Sichuan. The first-class tributaries refer to rivers directly connected with the Yangtze River, Minjiang River, Tuojiang River, Chishui River, Jialing River and Dadu River. The fishing ban in other natural waters shall be determined by the fishery administrative department of the city (state) and county (city) according to the actual situation.

According to the circular, productive fishing has been completely banned in aquatic protected areas within the fishing ban. Fishing is prohibited in waters outside the aquatic life reserve.
