And report the labor contract to the resident office for the record by the work area or team, and protect the legitimate rights and interests of migrant workers in the form of law.

3. Establishment of Migrant Workers' Account The supervision engineer requires the contractor to establish a migrant workers' account for dynamic management, which must include name, gender, age, native place, home address, ID number, work area or team, project, labor remuneration, entry date, etc. And report to the resident office once a month for the record. Migrant workers' accounts can be used to check the contractor's labor contract signing, salary payment, safety training and education, construction personnel investment and so on.

4. Strengthen the education of migrant workers' awareness of protecting their rights and interests. Due to the overall low education level and weak legal awareness of migrant workers, the status of both sides of labor relations is not equal, and the post contribution and remuneration are not equal. Strengthen the education of migrant workers: First, organize pre-job and pre-job education and training, explain the quality and safety knowledge of construction projects from the past, improve the quality awareness and safety self-protection ability of migrant workers, and at the same time focus on strengthening the study of relevant laws and regulations for migrant workers, so that migrant workers can consciously protect their rights according to law. Second, the contractor is required to increase investment in employee education, regularly carry out training for migrant workers, and improve their awareness of law and rights protection.

5. Implement the monthly salary system for migrant workers. According to the labor contract signed by the contractor and migrant workers, the monthly salary system is implemented. Before the 5th day of each month, the resident office will urge the contractor to pay the wages of migrant workers last month, and report the wages to the resident office for the record. The contractor shall not default on the wages of migrant workers on the grounds that the construction unit has not paid the project funds. However, if the contractor's funds are really difficult and cannot be paid on time, the resident office may require the project manager to make a written commitment on the wage payment form for migrant workers in each work area, sign and seal it, and report it to the resident office for the record as the basis for the resident office's supervision.

Legal basis: Article 12 of the Regulations on Quality Management of Construction Projects, the construction unit shall entrust an engineering supervision unit with corresponding qualification grade to supervise the project, or an engineering design unit with corresponding qualification grade that has no affiliation or other interest relationship with the construction contractor of the supervised project.

The following construction projects must be supervised:

(1) National key construction projects; (2) Large and medium-sized public utility projects; (3) residential district projects developed and constructed in plots; (4) Projects using loans or aid funds from foreign governments or international organizations; (five) other projects that must be supervised by the state.
