Recently, the agricultural county power supply bureau, township power supply business and other relevant units of the special Committee of the county CPPCC conducted an investigation and study on the safe and stable operation of the county power grid and the reliability of power supply. In recent years, under the correct leadership of the board of directors, under the guidance of Deng Xiaoping Theory and Theory of Three Represents, the Pingyuan County Party Committee, the county government and Meizhou Power Supply Branch of Radio and Television Group have closely focused on the development strategy of "four Meizhou, the county's economic development" to ensure the far-reaching mission of economic development and people's living electricity consumption, actively implement the service tenet of "high quality, convenience, standardization and speed", seek truth from facts, blaze new trails, overcome difficulties, work hard and practice. Constantly establish and improve the enterprise management mechanism, actively expand the power market, promote power construction, and create a good environment for industrial and agricultural production and people's life in the county, as well as for power reform and development. In recent years, focusing on two reforms, the bureau has successively completed the system reform of power supply enterprises in 16 counties (towns) and the institutional reform of power supply bureau. Over the past two years, the rural power grid has invested more than 97 million yuan to complete 1 10 kv line 15.6 km and low-voltage power line 1585.87 km and 898.03 km. 1 10KV main transformer-4 sets of -2000KVA 35KV main transformers 19, 100KVA, and 486 sets of transformers with high energy consumption of 33,845kva were replaced, benefiting more than 50,000 households. The electricity consumption environment in the county has been greatly improved, which has effectively guaranteed the rural economic development and played a good role. PSB has been awarded the honorary titles of Guangdong Advanced Collective, Guangdong Advanced Workers' Home Trade Union, Provincial Federation of Trade Unions, Municipal Party Committee and Municipal Government, Civilized Enterprise, Advanced Collective, Model Collective and County Advanced Party Branch by the provincial party committee and government.

2。 Main problems existing in county power supply

(A) the network construction is difficult, and the pressure of safe and stable operation is great.

Due to historical reasons, the county's economic foundation is relatively weak and the investment in power construction is small. It is unreasonable to maintain the planning and construction under the premise of power supply. Most lines and equipment run at full capacity for a long time. Due to the small overload capacity, the power load continues to increase, and some main substations are overloaded in rainy season, and the equipment is aging. The more serious problem is that the level of equipment and technology is not high, and the ability to resist accidents is low, which is easy to cause power grid accidents.

An effective way to speed up the construction of power grid and ensure the safe and stable operation of power. In recent years, rural power grid transformation has not only changed rural 10 kV lines and counties with low-voltage trunk lines, but also failed to carry out large-scale transformation of lines above 35 kV due to financial problems, and some lines have been running for twenty or thirty years. Coupled with backwardness, it is urgent to carry out new layout and operation of the planning and construction of the main power grid in the county. However, in recent years, in the process of power grid construction and financing, unreasonable demands on the power sector, difficulties in survey, design and construction still occur from time to time, and different degrees of transformation have affected the normal power construction. Within one year from now, the new residents in the county will be seriously overloaded due to the improvement of living standards and the rapid growth of electricity consumption, thus affecting the normal production and electricity consumption of nearby residents. The Security Council will solve this problem. On the basis of multidisciplinary investigation, put forward reasonable planning and approval opinions to the planning department. In the absence of urban construction, many pharmaceutical companies agreed to build box-type transformers, but the construction was unreasonably obstructed by local residents. After that, the county government coordinated the construction, and the progress of the project was delayed. Another example is the "12.30" incident last year when villagers in Xiajiaoshan, Huangsha Village, Zhezhen blocked Huiyuan's new10 kV substation. Due to various reasons, there is no air traffic in the bank, resulting in serious power supply in the city and power output from local power plants. In this case, the scientific planning and progress of power construction will be destroyed, rather than solving the problem quickly, resulting in long-term overload operation of power lines and equipment. The occurrence of safety transmission and distribution network accidents will inevitably harm the interests of the country and users, and even lead to major accidents such as personal injury.

(2) The contradiction between power supply and demand is prominent, and it is difficult to alleviate the tension of power customers.

In recent years, with the sustained and rapid economic development, the rapid growth of power demand and the limitations of power suppliers and power supply capacity, a tight power supply situation covering the whole country has been formed. In 2004, there was a nationwide power shortage in 22 provinces and cities in Guangdong Province, and different measures were taken to limit power. The national power shortage is about 10 million kilowatts. This year, the province has a power shortage of 2.3-2.69 million kilowatts. The situation in the county is still the same as that in the countryside. The power index assigned by the superior to the county can no longer meet the demand for electricity. Coupled with the rare drought, the rainfall this year has decreased significantly compared with previous years, resulting in a significant reduction in power stations in the county, further aggravating the contradiction between power supply and demand. Therefore, it is necessary for the county power department to stagger the peak according to the gap of power supply load. A lot of publicity and explanations have been made in this regard, but some users still don't understand the support, which has caused many misunderstandings and troubles. For the report of the power department of the county cement plant, some people think that the power outage time of another plant is shorter than the time they require to increase supply, or the higher authorities complain. Although the board of directors knows the stipulated peak power consumption and detailed description, it does not understand the current situation of power shortage and the overall interests of the county, and always stands on its own interests, which is misleading. Another example is that the county rare earth processing enterprises have implemented the power supply contract of prepaid credit card hotline. When the so-called prepaid credit card supplies power, the system will send out a warning signal when the battery is running out. When the battery is running out, if you don't swipe your card, the user who uses the system will automatically trip after charging, thus stopping supplying power to the user. If the battery is not charged, it will run at 4 pm in August this year until the battery runs out, resulting in a temporary power outage at the user's place. Users are considered to be the difficulty of county power departments. For them, the reason of peak power during power cut-off is upward reflection, which has caused unnecessary misunderstanding. In fact, these are the consequences that some users don't understand or understand the tight power supply in the county and the electricity consumption regulations in the power industry.

(3) The phenomenon of external destruction of power facilities is becoming more and more serious, and it is difficult to ensure the safe production of power.

With the continuous expansion of power grid scale and the substantial increase of facilities, in recent years, some lawless elements have taken risks, stolen power equipment and stolen electricity, which not only caused huge economic losses to counties, but also directly threatened the safe operation of power grid and power supply, disrupted normal order and seriously endangered people's production and life. According to the incomplete statistics of the county power supply bureau, in the past two years, there have been nearly 24 cases of theft and damage to transmission and distribution lines and other facilities, resulting in direct economic losses of nearly 300 thousand yuan. In 2002, the cable of No.63 pole of No.330 line of Pingyuan Line was stolen, which led to pole collapse. The 64-pole cable was stolen, and the 65-pole cable was stolen 1, resulting in a direct economic loss of more than 20,000 yuan. In 2003, yards 54-58 of Line 330 of Pingyuan Line were stolen, resulting in the shooting down of more than two, resulting in a direct economic loss of 50,000 yuan. Another example is that in March, 2003, criminals in the ultra-bamboo section of Line 3 19 of 35kV Shi Feng Line were seriously injured, and the 12 cable was stolen, resulting in the pole hanging upside down, resulting in a loss of nearly 20,000 yuan in more than five hours. In the process of rural power grid transformation, the stolen lines of low-voltage trunk lines just after rectification are serious, such as * * * stolen in Dongshi Town, Dongshi Town 10635 m, and other towns and villages also have different degrees of lines or accessories stolen. In 2002-2003, the economic loss of this bureau was nearly 15000 yuan, which caused more than 10 households to use electricity illegally. In addition, accidents such as mountain blasting and traffic accidents occur from time to time, which seriously affect the production and power sector and bring great difficulties to the normal power supply order.

"Safety first, prevention first" is the basic principle of power production. The whole city and countryside, electric power and national economic construction, and electric power construction are closely related to people's lives. Self-erecting power lines and equipment have strict technical data requirements through planning, design, construction and installation, and often seem to move in the direction of simple pole migration, and the height selection line of towers is backed by wind coefficient and other technical problems. However, some phenomena that endanger the safe operation of power facilities reflected in our investigation and the process of power sector are still serious. Some units and the masses have poor awareness of safe use of electricity and turn a blind eye to power facilities. The phenomenon of power lines still occurs from time to time, even engaging in illegal construction projects, producing and operating line corridors, and unilaterally making a fuss about attracting foreign investment for their own interests. In the notice issued by the superior competent department, it is required to complete a short-circuit relocation task, while ignoring the scientific and feasible provisions on safe electricity use and line diversion, which directly leads to unnecessary economic losses and even unexpected safety accidents in the power sector. Last year, migrant workers who were accidentally electrocuted during the illegal construction of power facilities protection zones in dongshi town brought great grief to immigrant families and losses to the power sector. Committed to the construction application procedures that can only be handled by relevant departments. Shanzhai does not affect the safe operation of power lines. The leaders of Houtuo City require the power sector to relocate the production plants needed for line development. If the number, amount and expenses of production and business units are not fulfilled, in the large-scale highway construction in the county, the relevant departments often do not charge the bank relocation fee, but only ask the power sector to bear the relevant expenses during the relocation period. However, the power department planted a telephone pole on the side of the road, but it needed the power department to pay any fees. All the above phenomena are related to the protection of power facilities and the safe operation of power supply. I would like to ask the relevant departments for support and understanding.

3。 Suggestions on strengthening and improving county power grid construction and power supply quality and safety.

(1) county electric power departments should strengthen internal management, and electric power enterprises should strive to improve the level of construction management and quality service.

With the acceleration of county economic development and the improvement of people's living standards, the demand for electricity is increasing, which brings new pressure and new situation requirements and provides jobs. County electric power departments should strengthen their sense of social responsibility, accelerate the pace of power system reform, establish a modern enterprise system, take effective measures, strengthen internal management, keep pace with the times, comprehensively improve the quality of enterprise managers and employees, strengthen coordination and communication, pay close attention to safe production, tap potential and improve service quality. The supply situation is getting more and more severe, and the whole network is a foregone conclusion. County electric power departments should effectively strengthen demand side management, actively carry out propaganda measures of "peak-shifting electricity use, electricity saving and strict dispatching discipline", strengthen the operation management of power system and equipment maintenance management, actively strive for power tilt support in provinces, counties and mountainous areas, minimize power shortage, ensure power supply in the county, and establish an efficient and honest service civilization for power supply enterprises.

(2) Increase investment in power grid construction, improve power grid facilities and improve power quality.

Accelerating the pace of development, power grid construction is the only way to ensure the safe and stable operation of power supply in counties and cities. It is suggested that party committees and governments at all levels should pay more attention to the supporting construction of power enterprises, relax the environment, resolve contradictions and provide policy support for the market economy. At the same time, the county electric power department should actively strive for project funds, increase capital investment, and transform the power grid of lines above 35 kV in key counties and dilapidated county lines, fundamentally improve quality facilities, and ensure the conditions for safe and stable operation of the power grid.

(3) Power grid construction and urban construction planning should be unified, scientific and reasonable.

It is suggested that urban construction, land and other relevant departments should support the power sector, county planning and construction, and power facilities, so as to reduce construction contradictions and resistance, and put an end to the power grid planning and construction of illegally built power facilities protection areas, especially the concerns of the general public about the residential areas in the county. The relevant departments of the power sector should conduct serious investigation and deliberation, and at the same time, scientifically plan urban planning, reserve power grid facilities lines, ensure high-voltage lines, transformers and other facilities, ensure a safe enough distance for people to live, and ensure the rationality of power supply facilities.

(four) to increase publicity, cooperate with the effective crackdown on damage and theft of power facilities, and provide a strong guarantee for power grid construction and power supply safety.

The power sector should make great efforts to further improve the publicity and education of power knowledge and power legal system, and strive for support from many parties. With the support of relevant law enforcement departments and the masses, it is suggested that radio, film and television, public security and other departments should vigorously publicize the Electricity Law, "protect power facilities and other laws and regulations, further raise the awareness of the whole society, and intensify efforts to crack down on the destruction and theft of facilities in accordance with the Regulations on the Protection of Power and Power Facilities stipulated by law".
