2。 Main problems existing in county power supply

(A) the network construction is difficult, and the pressure of safe and stable operation is great.

Due to historical reasons, the county's economic foundation is relatively weak and the investment in power construction is small. (2) The contradiction between power supply and demand is prominent, and it is difficult to alleviate the tension of power customers.

In recent years, with the sustained and rapid economic development, the rapid growth of power demand and the limitations of power suppliers and power supply capacity, a tight power supply situation covering the whole country has been formed. In 2004, there was a nationwide power shortage in 22 provinces and cities in Guangdong Province, and different measures were taken to limit power. The national power shortage is about 10 million kilowatts. This year, the province has a power shortage of 2.3-2.69 million kilowatts. (3) The phenomenon of external destruction of power facilities is becoming more and more serious, and it is difficult to ensure the safe production of power.

With the continuous expansion of power grid scale and the substantial increase of facilities, in recent years, some lawless elements have taken risks, stolen power equipment and stolen electricity, which not only caused huge economic losses to counties, but also directly threatened the safe operation of power grid and power supply, disrupted normal order and seriously endangered people's production and life. According to the incomplete statistics of the county power supply bureau, in the past two years, there have been nearly 24 cases of theft and damage to transmission and distribution lines and other facilities, resulting in direct economic losses of nearly 300 thousand yuan. In 2002-2003, the economic loss of this bureau was nearly 15000 yuan, which caused more than 10 households to use electricity illegally. In addition, accidents such as mountain blasting and traffic accidents occur from time to time, which seriously affect the production and power sector and bring great difficulties to the normal power supply order.

"Safety first, prevention first" is the basic principle of power production. The whole city and countryside, electric power and national economic construction, and electric power construction are closely related to people's lives. Self-erecting power lines and equipment have strict technical data requirements through planning, design, construction and installation, and often seem to move in the direction of simple pole migration, and the height selection line of towers is backed by wind coefficient and other technical problems. However, some phenomena that endanger the safe operation of power facilities reflected in our investigation and the process of power sector are still serious. Some units and the masses have poor awareness of safe use of electricity and turn a blind eye to power facilities. The phenomenon of power lines still occurs from time to time, even engaging in illegal construction projects, producing and operating line corridors, and unilaterally making a fuss about attracting foreign investment for their own interests. In the notice issued by the superior competent department, it is required to complete a short-circuit relocation task, while ignoring the scientific and feasible provisions on safe electricity use and line diversion, which directly leads to unnecessary economic losses and even unexpected safety accidents in the power sector. Last year, migrant workers who were accidentally electrocuted during the illegal construction of power facilities protection zones in dongshi town brought great grief to immigrant families and losses to the power sector. Committed to the construction application procedures that can only be handled by relevant departments. Shanzhai does not affect the safe operation of power lines. The leaders of Houtuo City require the power sector to relocate the production plants needed for line development. If the number, amount and expenses of production and business units are not fulfilled, in the large-scale highway construction in the county, the relevant departments often do not charge the bank relocation fee, but only ask the power sector to bear the relevant expenses during the relocation period. However, the power department planted a telephone pole on the side of the road, but it needed the power department to pay any fees. 3。 Suggestions on strengthening and improving county power grid construction and power supply quality and safety.

(1) county electric power departments should strengthen internal management, and electric power enterprises should strive to improve the level of construction management and quality service.

County electric power departments should strengthen their sense of social responsibility, accelerate the pace of power system reform, establish a modern enterprise system, take effective measures, strengthen internal management, keep pace with the times, comprehensively improve the quality of enterprise managers and employees, strengthen coordination and communication, pay close attention to safe production, tap potential and improve service quality.
