Provincial agricultural and rural authorities are responsible for coordinating the fishing ban. Development and reform, economy and informatization, public security, civil affairs, judicial administration, finance, human resources and social security, natural resources, transportation, water administration, commerce, cultural tourism, market supervision and management, forestry and other departments and maritime police and maritime agencies shall, according to their respective functions and duties, do a good job in the work related to the prohibition of arrest.

The fourth is to promote the digital reform in the field of fishery law enforcement, speed up the construction of digital application systems such as accurate and intelligent management and control of fishing boats, and establish and improve mechanisms for timely discovering, responding to and handling illegal fishing and other illegal activities.

Five, the province and the relevant districts of the city and county (city, district) people's government departments in accordance with the following division of responsibilities to investigate and deal with illegal acts:

(4) If electric fish, poisonous fish, fried fish and other devices and appliances or other prohibited fishing gear are brought into the no-fishing area, the fishery administrative department shall investigate and deal with them according to law, or after investigation and evidence collection by the public security, natural resources, transportation, forestry, water administrative departments and marine police agencies, they shall be transferred to the fishery administrative department for handling;

(five) the acquisition, transportation, processing, sale and utilization of illegal catches, or false propaganda in the name of the Yangtze River catches, shall be investigated and dealt with by the departments of fisheries, transportation, market supervision and management in accordance with the division of responsibilities;

(six) other illegal acts that undermine the prohibition of arrest shall be investigated and dealt with in accordance with the relevant provisions of the state and this province.

Six, severely punish illegal and criminal acts that undermine the prohibition order. People's courts, people's procuratorates, public security organs, marine police agencies and relevant administrative law enforcement departments shall clarify the procedures and time limits for transferring cases, perform their duties according to law, divide their work and cooperate effectively, and ensure that cases are transferred, investigated, prosecuted, tried and executed according to law.

Seven, the relevant departments of the province and the relevant districts of the city and county (city, district) people's government shall, according to the actual work and management needs, speed up the construction of law enforcement vessels (boats), special docks and relatively concentrated places for ship arrest and dismantling. Provinces and cities and counties (cities, districts) fishery, public security, market supervision and management departments should strengthen law enforcement team and capacity building, and increase administrative law enforcement and case investigation. Development and reform, economy and informatization, commerce, finance, natural resources, transportation and other departments. Provinces, cities, cities and counties (cities, districts) with districts shall take measures to ensure the necessary needs of docks, equipment, facilities and information construction involved in law enforcement supervision.

Eight, all kinds of news media should publicize the laws, regulations and policies on fishing ban, broadcast public service advertisements on fishing ban, and create an atmosphere of consciously observing the regulations on fishing ban and protecting the ecology in the whole society. Encourage the public to actively participate in voluntary service activities related to the prohibition and withdrawal of arrest. Support relevant scientific research institutions to carry out water ecological science and technology research and biological integrity index monitoring according to laws and regulations, issue monitoring reports, and carry out the evaluation of the effect of fishing ban in the Yangtze River basin, so as to provide scientific support for formulating and improving relevant policies.
