Minutes of the Geological Disaster Management Meeting (1)
County and district people’s governments, relevant departments of the municipal government, and relevant municipal and city-based units:
p>
On March 28, the mayor presided over an on-site office meeting on the comprehensive management of geological disasters in the Beishan landslide group. The Secretary-General of the Municipal Government and the Deputy Secretary-General of the Municipal Government attended the meeting, as well as the main responsible comrades of the district, district and county governments, relevant departments of the Municipal Government, relevant units in the city and experts in relevant fields. The meeting heard reports from the First Exploration Institute of the Provincial Bureau of Geology and Minerals on the geological disasters in Beishan, the district, district and county governments on the prevention and control of geological disasters within their jurisdiction, and the Municipal Land and Resources Bureau on the prevention and control of geological disasters in the city. The deputy secretary of the Municipal Party Committee and the mayor made an important speech on the city's geological disaster prevention and control work, and put forward specific requirements for the comprehensive prevention and control of the Beishan landslide group. The minutes of the meeting are now as follows:
The meeting believed that in recent years, the city has firmly established the awareness of "being prepared for danger in times of peace and taking precautions before it happens", arranged early, implemented early, and arranged early, and effectively took powerful measures to promote geological disasters. Prevention and control work has achieved certain results. However, our city is an area prone to geological disasters. There are 611 hidden danger points of various geological disasters in the city. In particular, the Beishan landslide group within the urban area covers a wide area and is highly harmful. It is a very large geological disaster. And it has been in a state of creeping deformation, directly threatening the lives and property safety of 35 enterprises and institutions, 4 schools, 5 temples, 4,715 households, and 32,400 people. All relevant county and district governments and relevant departments must be highly responsible for the safety of people's lives and property, fully understand the urgency and importance of the current geological disaster prevention and control work, and must maintain a high degree of vigilance without any slack. It is necessary to overcome the mentality of fluke and paralysis, always pay attention to weather changes, strengthen the leadership of geological disaster prevention and control work, further refine the disaster prevention and reduction plan, implement prevention and response measures, ensure that leadership, responsibility and measures are in place to ensure the prevention and control of geological disasters. The work is carried out in a timely, orderly and effective manner.
The meeting requested that the city, county and district levels should continue to consolidate the four-level network system for geological disaster group detection and prevention, and mobilize the whole society, especially the people threatened by disasters, to actively participate in the prevention and control of geological disasters. Come. The Municipal Bureau of Land and Resources should take the lead in improving the municipal mass detection and prevention network and improve the geological disaster mass detection and prevention system at the city, county, township and village levels. The city, county, district, and township networks are led by the main government leaders and responsible comrades in charge. The village-level network must be composed of village cadres, village group cadres, and representatives of households threatened by geological disasters. All county and district governments must submit the list of group testing and group defense network personnel at the county, township, and village levels to the Municipal Land and Resources Bureau for record. Relevant departments of the county and district governments and the municipal government should conscientiously carry out the "three inspections" work in accordance with the spirit of Tianzheng Banfa [] No. 34 document, carry out another inspection of geological disaster hazard points before the end of April, and report the reported geological hazard hazards The investigation summary table and geological disaster hidden danger point statistical table shall be submitted to the Municipal Land and Resources Bureau. It is necessary to establish three lines of defense, that is, the first line of defense is to establish investigation and inspection to detect disasters and dangers as early as possible; the second line of defense is to implement timely monitoring and early warning for disasters and dangers; and it is to establish the situation of serious disasters and dangers or the intensification of dangers. , immediately activate the emergency plan to provide the third line of defense for emergency response.
Governments at all levels and relevant departments should regard the prevention of geological disasters as an important current task, comprehensively implement the six-character disaster prevention measures of "prevention, avoidance, and management", and conduct comprehensive inspections of the identified geological disasters. Hidden disaster hazard points must be prioritized, and those that need prevention should be prevented in advance, those that should be avoided should be avoided in a timely manner, and those that should be managed must be resolutely managed. In accordance with the principle of "avoidance first", each county and district government must raise its own funds specifically for the relocation of residents in key management areas.
The main person in charge of governments at all levels is the first person responsible for the prevention and control of geological disasters in their respective jurisdictions. They are fully responsible for the prevention and control of geological disasters. The leaders in charge must go deep into the front line and command from the front. All relevant units must play their functional roles, strengthen measures, and conscientiously Do all the work well. For those who have serious consequences due to ineffective leadership, failure to do their job, buck-passing, slow action, or even dereliction of duty or dereliction of duty, the relevant leaders and personnel must be seriously held accountable.
The meeting agreed:
1. Strengthen collaboration and cooperation to ensure smooth flow of geological disaster information in the city. County and district governments, municipal emergency offices, and land and resources, water affairs, meteorological and other departments should strengthen information communication and establish a joint meeting system. All departments should promptly inform each other of rain, flood and disaster conditions to ensure timely warning and minimize losses caused by geological disasters. The municipal land and resources department should establish an emergency response team to ensure that it can rush to the scene in time after a disaster occurs, conduct geological disaster investigation and assessment, and provide governments at all levels with scientific and effective prevention and control plans.
2. Verify the registration in detail and do a good job in risk avoidance and relocation. The governments of the two districts are responsible for the relocation of residents in the urban Beishan landslide area. The land and resources departments of the two districts will take the lead to conduct detailed verification and registration of the areas that are in urgent need of relocation, find out the number of households to be relocated, and approve the relocation costs, in order to implement the relocation. Provide reliable basis. Organize relocation as soon as possible. At the same time, the two district governments must propose prevention and control plans for the Beishan treatment project in stages, coordinate relevant funds from finance, construction, water affairs and other departments, formulate practical treatment plans, and carry out comprehensive management.
3. Cooperate with all parties to increase efforts to win geological disaster projects. All county and district governments, especially the two district governments, must conduct a comprehensive investigation of geological disaster hazard points within their jurisdiction, conduct project feasibility studies on extra-large, large and medium-sized geological hazard hazard points as early as possible, form complete information, and establish city-wide geological disaster projects database, and actively strive for provincial and national geological disaster management projects on an annual basis. The district government should allocate special funds for Beishan geological disaster projects, clarify responsibilities and project implementation entities, increase efforts to win projects, and ensure that key Beishan geological disaster management projects are approved by the Ministry of Land and Resources.
4. Strengthen team building and improve emergency monitoring institutions. According to the spirit of the Provincial Organizational Affairs Office (Machine Development [] No. 2) document, the Municipal Organizational Affairs Office should approve the Municipal Geological Disaster Emergency Center and the geological environment monitoring stations in the five counties of Gu, Gu, Wushan and Qin'an as soon as possible. The geological environment of Zhangjiachuan and Zhangjiachuan counties is complex, geological disasters occur frequently, and monitoring tasks are heavy. The Municipal Organization Office should refer to the spirit of provincial organization documents and set up geological environment monitoring stations with the same specifications in Zhangjiachuan and Zhangjiachuan counties to ensure the city’s geological environment monitoring work. Carry out comprehensively and orderly. The Municipal Bureau of Land and Resources must complete the task of establishing emergency monitoring agencies at the municipal, county and district levels before the end of April and carry out work in a timely manner.
5. Make scientific and reasonable arrangements to speed up the implementation of geological disaster management projects. All counties and districts should promptly implement the management projects approved by the country, provinces and cities, and eliminate dangers in some dangerous areas in a timely manner before the flood season. It is necessary to seize the effective opportunity before the flood season, actively carry out project management, strictly control project quality, and ensure scientific project design and orderly management. The county government should raise its own funds for the geological disaster caused by the collapse of No. 1 Middle School and deal with it first to ensure the safety of the lives and property of teachers and students at the school. The municipal government will provide certain financial subsidies and support in a timely manner based on the Municipal Land and Resources Bureau's investigation of geological disasters in each county.
6. Adopt various methods to increase publicity on geological disaster prevention and control. All counties, districts and relevant departments should widely publicize geological disaster prevention and control to the whole society through issuing leaflets, posting slogans, setting up loudspeakers, holding various types of training courses or holding symposiums and other easy-to-understand and simple methods. The importance and necessity of the work and the basic knowledge of geological disaster prevention and control should be emphasized. The people in the hidden danger spots of geological disasters should understand the difference between geological disaster avoidance and relocation and commercial development and demolition, and actively cooperate with the government to prevent and control geological disasters.
Minutes of the Geological Disaster Management Meeting (2)
On May 14, members of the Standing Committee of the County Party Committee and the Executive Deputy County Magistrate came to our bureau to investigate the prevention and control of geological disasters. The director discussed the current geological disasters in our bureau. A special report on the prevention and control work was made to Deputy County Magistrate He.
Members of the bureau team, heads of each department, geological environment unit, and development unit attended the report meeting. The minutes of the meeting are now as follows:
1. The director made a special report to Deputy County Magistrate He on the current geological disaster prevention and control work.
1. Basic situation of geological disasters in our county. The county is a typical hilly mountainous county. The county is divided into four types: mid-mountain, low mountain, high hilly, and valley terrace. It is one of the province and city's geological disaster-prone areas and key geological disaster prevention counties. It is also a key geological disaster prevention county in the province. There are 36 prevention counties, and our county is one of them. There are many types of geological disasters in the county, they are widely distributed, they are sudden and harmful, and they are difficult to prevent and control. They mainly occur in the main flood season and are dominated by mass and sudden small collapses, landslides, debris flows, and ground subsidence. They are Typical heavy rain-type geological disaster-prone and frequent areas. According to statistics from the geological disaster hazard investigation data in March this year, there are 667 geological hazard hazard points in the county, including 220 landslides, 431 collapses, 9 ground subsidences, and 7 debris flows, which are included in the county's key geological prevention and control sites. There are 11 disaster hazard points. After entering the flood season, through inspections, especially the recent joint inspections and inspections, 218 new hidden danger points were discovered.
2. Several tasks done by our bureau.
The first is to improve the system and strictly guard against hidden dangers. The "County Geological Disaster Prevention and Control Plan" was revised at the beginning of the year, and after expert review, the "County Emergency Plan for Sudden Geological Disasters" was revised in a timely manner as needed. Under the guidance of our bureau, each township and town formulated corresponding disaster prevention plans in a timely manner in response to the prevention and control requirements of geological disaster hazard points within its jurisdiction, and implemented various prevention and control measures into daily work. This year, our bureau has supplemented and improved six working systems, including flood season duty for geological disaster prevention and control, disaster registration and quick reporting, flood season inspections, annual plan preparation, geological disaster target management, disaster avoidance clear cards, and group measurement and prevention. The early warning information notification network system has been improved, 124 village-level coordinators have been added, and 11 key geological disaster hidden danger points have been sent to group information forecast targets. Mines and highway construction have been included in the county's geological disaster prevention and control focus for prevention and control. It has strengthened the rapid exchange of early warning information between our bureau and townships, villages, hidden danger points and monitoring personnel, as well as early warning information from mines and highways, ensuring that geological disaster prevention work is prepared and in place early.
The second is to conduct extensive publicity and pay close attention to the production of responsibility warning signs and the issuance of understanding cards. Organize and carry out multi-form and multi-level publicity and training work to make the common sense of geological disaster prevention known to every household. Permanent liability warning signs have been set up at 30 relatively large geological disaster hazard points in the county, and cameras, raincoats, and flashlights have been purchased and equipped in various towns and villages, and hazard avoidance instructions have been issued to every village group and threatened farmer household in the county. More than 1,000 copies of cards, posters, CDs, prevention and control books and other materials were distributed, and 885 copies of geological disaster prevention work clear cards and 937 geological disaster prevention and avoidance clear cards were distributed, so that everyone can prepare for and avoid disasters. Road, don't panic when dealing with disasters. At the same time, the promotional video "Cherish Life and Stay Away from Geological Disasters" was played repeatedly on the county TV station. Business training for geological disaster prevention and control management personnel has been carried out. This year, the county held 4 classes of geological disaster knowledge training, with a total of 220 people trained. Through publicity and education, the awareness and ability of the county's cadres and masses to prevent geological disasters have been greatly improved.
The third is to comprehensively carry out the investigation of geological disasters during the flood season to nip them in the bud. Especially after the April 28 incident, our bureau quickly arranged to carry out inspections, inspections, and monitoring of geological disaster hidden danger points in the county, and formulated a responsibility system for geological disaster inspections, inspections, and monitoring, requiring team members to be divided into 4 groups and responsible for 16 Townships and mining enterprises have led relevant departments to carry out inspections, inspections and monitoring of geological disaster hazard points in the towns and villages that they are responsible for. The county focuses on checking the dynamics of new geological disaster hazard points and original geological disaster points; checking the issuance of disaster prevention awareness cards; checking the establishment of warning signs at key geological disaster prevention points; checking the presence of geological disaster prevention monitors and coordinators In-place status; check the preparation of geological disaster prevention and control plans for townships and mining enterprises; check the inspection ledger registration status of townships and mining enterprises; check the implementation of the flood season duty system.
Judging from the inspection results, all 16 towns and villages in the county have established and implemented a system for preventing and controlling earthquakes, compiled emergency plans for earthquakes, and established an emergency response team. Responsible persons have been assigned to potential disaster points in each jurisdiction, and dedicated personnel have been assigned. According to the inspection, the overall situation of geological disaster prevention and control work in the county's 61 mining enterprises is good. There are systems and implementations, plans and teams, and geological disaster inspections are arranged and recorded. Various towns and villages have innovated the methods of preventing and controlling geological disasters and achieved relatively good results, which has the value of promotion.
Guantian Town’s “ten-one” measures: conduct a comprehensive investigation and mobilization to ensure that no households are missed; formulate a practical emergency plan; establish an emergency team; issue a Flood prevention leaflets; erecting a safety warning sign in key places; preparing a batch of emergency supplies; striving for a batch of civil affairs policies; fixing an excavator and engineering vehicle; establishing a team of safety patrol informants; establishing a flood prevention work system; financial Kengxiang took pictures of each hidden danger point and posted a "Geological Disaster Prevention and Control Bulletin Board" to the residents of each hidden danger point. However, some problems were also discovered during the inspection. Some towns did not have a clear local disaster prevention and control office, and all offices were co-located with the flood control and drought relief office; some towns knew that the card was not issued in place and filled in irregularly, with vague, missing items, and omissions. ; The sense of responsibility is not strong. The clear cards are filled out and issued at the village level, and the township does not designate a person to take charge. There are problems such as unskilled business, untimely and inaccurate reporting of statistical data; there are many hidden dangers related to highways, which mainly endanger housing, Farmland; there is insufficient publicity about geological disasters, few training opportunities, and some farmers have low awareness of disaster prevention and reduction. The fourth is to actively carry out resettlement and relocation work for disaster relief. In order to effectively eliminate potential safety hazards from geological disasters, measures have been taken from passive defense to active avoidance. While doing a good job in geological disaster prevention, our county has combined new rural construction and village and town planning, and has planned the relocation of threatened farmers. It is currently implementing the relocation of 1,036 people in 20XX, striving to complete the relocation tasks in 20XX as soon as possible. .
3. There are difficulties and problems. First, there is a serious shortage of funds for geological disaster prevention and control. The hidden danger points of geological disasters in our county cover a wide range and require a lot of management funds. It is very difficult to raise prevention and control funds. The main reason is that most of the geological disasters in our county are small-scale and it is difficult to obtain national or provincial and municipal project management funds. The local government's financial resources are very tight, and there is obviously insufficient funds for governance. At present, we have only obtained two funds for geological disaster prevention and control; the second is that early mineral development has caused increasingly serious geological disasters in our county. The county has a long history of mining resources. Early resource development made significant contributions to the country, but it also caused damage to the county's geography and ecological environment. The county currently has 61 licensed mines, 24 abandoned mines, and more than 100 waste rock and sand piles that have not been treated. Some sections can easily induce geological disasters such as landslides, debris flows, and subsidence; thirdly, high-speed construction has provided a good foundation for our county. Bringing a lot of hidden dangers of geological disasters. The expressway covers 50.8 kilometers in our county. Because our county is a mountainous county, there are many viaducts and tunnels under construction, which has caused particularly serious damage to the natural ecology and geographical environment. It has created many new geological hazards and hidden danger points, causing geological disasters in our county. Prevention and control work brings more difficult pressure; fourth, there is a lack of professional and technical personnel for geological disaster prevention and control. At present, our county does not yet have a professional team with qualifications for geological disaster survey, design, and management, and the scientific and technological level of predicting and preventing geological disasters is low; fifth, funds for geological disaster prevention and control have not yet been implemented. Subsidies for the prevention and control work of village coordinators and key geological disaster monitors have not been paid in place. Sixth, the problem of building houses on slopes is serious.
2. The Standing Committee of the County Party Committee and the Executive Deputy County Magistrate put forward goals and requirements for the next step of geological disaster prevention work.
Work goal: No casualty accidents must occur. Working methods: group testing and group defense, proactive avoidance, and timely transfer.
1. Be aware of everything. Members of the Mineral Management Bureau team must be well aware of the number of hidden dangers in the county, the hidden dangers in each township, and the key hidden dangers. The team members must implement a contract system for the 16 towns and villages in the county, conduct inspections in the villages and towns, and check all 885 hidden danger points. If problems are found, they must promptly issue rectification letters and clarify responsibilities.
2. Comprehensively implement various measures and place responsibility on everyone. The main purpose of mass testing and mass prevention is to ensure that counties, townships, villages, groups and directly threatened people understand that cards must be issued in place.
3. Highlight key points and check on people regularly. In case of heavy rain, check the post regularly and take the initiative to serve the masses.
4. Act quickly and transfer in time. Problems must be discovered as soon as possible, people must be transferred as soon as possible, and reports must be reported as soon as possible.
5. Please ask the Mining Management Bureau to draft an "Emergency Notice on Further Improving the Prevention and Control of Geological Disasters", which will be distributed by the government office to all towns and villages. ;
