Provisions of Guangzhou Municipality on the Administration of Chinese Characters in Society
(1) Chinese characters used in famous brands of organs, organizations, enterprises and institutions;
(2) words used in plaques, slogans, place names, building walls and various signs;
(3) words such as registered trademarks, advertisements, signs and commodity names, packages and descriptions;
(4) Chinese characters used in newspapers, periodicals, books and audio-visual products;
(5) official documents, official seals, certificates, awards, windows, screens and other characters;
(6) characters used for information processing in computers, typewriters, etc.;
(7) teaching characters in schools and kindergartens and campus characters;
(8) Other social words with the characteristics of publicity and schematic. Article 3 All units and individuals who use social characters within the administrative area of this Municipality shall abide by these Provisions. Article 4 The Municipal Language and Literature Working Committee is the comprehensive management department of Chinese characters used in society in this Municipality, which implements unified management of Chinese characters used in society in this Municipality and is responsible for organizing the implementation of these Provisions. Article 5 under the unified supervision and guidance of the municipal comprehensive management department of social Chinese characters, the daily management of social Chinese characters shall be managed by different departments:
(1) The offices of the municipal, district and county-level language and writing committees shall be responsible for the supervision and management of plaques, slogans, famous brands of organs, organizations and institutions and Chinese characters used in building walls according to their authority;
(2) The press and publication department is responsible for the supervision and management of the published characters;
(3) The departments of culture, radio and television are responsible for the supervision and management of film and television screens and characters used in performances;
(4) The administrative department for industry and commerce is responsible for the supervision and management of trademarks, advertisements, signs, enterprise nameplates, commodity packaging and other words;
(5) The general office (office) of the government is responsible for the supervision and management of the characters used in official documents;
(6) The land department is responsible for the supervision and management of the use of Chinese characters in place names;
(7) The public security department is responsible for the supervision and management of the characters used in various official seals;
(8) the education department is responsible for the supervision and management of teaching, teaching materials and campus characters;
(9) The highway department is responsible for the supervision and management of road signs and other characters along the highway;
(1) Other Chinese characters used in society shall be supervised and managed by the comprehensive management department of Chinese characters used in society. Article 6 Chinese characters used in society should follow the unified standards promulgated by the state:
(1) Simplified Chinese characters should be based on the Summary of Simplified Chinese Characters approved by the State Council in 1986;
(2) Variant characters shall be subject to the List of Variant Characters published by the state in 1955;
(3) The characters used for printing should be based on the List of Modern Chinese Common Characters published by state language commission and the Press and Publication Administration in 1988;
(4) The use of Chinese phonetic alphabet should be based on the Chinese phonetic alphabet scheme adopted by the Fifth Session of the First National People's Congress in 1958;
(5) Spelling and word segmentation shall be based on the Basic Rules of Chinese Pinyin Orthography issued by the State Education Commission and state language commission in 1988. Article 7 The following Chinese characters shall not be used in Chinese characters used in society:
(1) Simplified traditional Chinese characters in the National Summary of Simplified Chinese Characters in 1986;
(2) Simplified characters defined in the Second Chinese Character Simplification Scheme (Draft) which was abolished by the state in 1986;
(3) Variant characters eliminated in the National List of the First Batch of Variant Characters in 1955;
(4) the old translated names of measurement units eliminated by the state in 1977;
(5) old glyphs eliminated by the state in 1965;
(6) Other kinds of self-made words and typos. Article 8 In case of nonstandard words in the following situations, it shall be temporarily reserved:
(1) Signboards, plaques, titles, headlines and mastheads handwritten by proletarian revolutionaries of the older generation, such as Mao Zedong, Zhou Enlai, Zhu De, Liu Shaoqi and Deng Xiaoping (excluding "words assembled together");
(2) Signboards and plaques inscribed by deceased cultural celebrities (such as Lu Xun and Guo Moruo), as well as book titles, headers and mastheads (excluding "set spelling");
(3) The autograph of the writer in the above inscription;
(4) signs of some time-honored enterprises founded before the founding of the People's Republic of China;
(5) Irregular words in nationally unified signboards and plaques such as Xinhua Bookstore, Post Office and Bank shall be handled by the state;
(6) In recent years, if there are any nonstandard characters in the newly-made large-scale signboards with high cost (the production cost of single characters is more than 5, yuan), they should be corrected as much as possible. If there are indeed difficulties, they can not be changed for the time being after being reported to the office of the Municipal, District and County-level Language and Literature Working Committee for approval. However, the units using characters must hang exquisite non-temporary standard characters in a conspicuous position, and ensure to switch to standard characters at an appropriate time. Article 9 In general, lines must be written horizontally from left, and if vertical lines are really necessary, they must be written from right to left. Chinese characters and hanyu pinyin must be used together, and hanyu pinyin must not be used alone. Tenth foreign-related use of social characters, such as foreign languages and Chinese characters, must be Chinese characters, foreign languages, foreign languages are not allowed to be used alone. Eleventh who do not conform to the provisions of the social characters, the text using units or individuals should correct themselves within 3 days from the date of issuance of these provisions. If it is determined that it is difficult to correct within the time limit, with the approval of the municipal, district, and county-level city language and writing working committees in conjunction with relevant departments, a signboard with standardized writing can be temporarily hung aside, but it should be corrected when the Chinese character carrier is repaired or replaced.
