In order to strengthen the pollution control of motor vehicles and non-road mobile machinery, continuously improve the quality of urban atmospheric environment, and ensure people's health, according to the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Law of the People's Republic of China on Road Traffic Safety and the Regulations on the Prevention and Control of Motor Vehicle Pollution in Liaoning Province, the Municipal People's Government has decided to expand the low-emission areas of motor vehicles and non-road mobile machinery in our city, and the relevant matters are hereby notified as follows:

First, within the administrative area of this Municipality (excluding expressways), gasoline vehicles and diesel vehicles that fail to meet the national emission standards are prohibited from driving all day.

Two. Low emission area of diesel trucks: all areas within Shenyang Fourth Ring Road (excluding expressways and Fourth Ring Road).

1, from 7: 00 to 22: 00 every day, light and miniature diesel trucks with national III emission standards are prohibited from driving within the Third Ring Road (excluding the Third Ring Road);

Three. Low emission area of off-road mobile machinery: all areas within the Third Ring Road of Shenyang (excluding the Third Ring Road), as well as airports, railway freight yards and logistics parks within the administrative area of Shenyang.

Non-road mobile machinery is prohibited from using non-road mobile machinery that does not meet the national III emission standard in the low emission area all day.

Four, motor vehicles in violation of the provisions of this notice, shall be punished by the public security department according to law. In violation of the provisions of this circular, the illegal use of non-road mobile machinery in low-emission areas shall be punished by the ecological and environmental departments according to law.

5. Vehicles that undertake the transportation of dangerous chemicals such as refined oil, heating coal transportation and other materials for people's livelihood security, vehicles with special postal marks, and special operation vehicles such as military and armed police vehicles, fire engines, ambulances, engineering rescue vehicles, ice-breaking and snow-removing vehicles, and sanitation vehicles are not restricted; Non-road mobile machinery that performs emergency rescue, emergency rescue and disaster relief tasks shall not be restricted by this notice.

VI. This notice shall come into force on February 22, 2022 1 year, and shall be valid for 2 years. After the expiration of the notice, a stricter low-emission regional management policy will be implemented for national III diesel.
