article 1 these measures are formulated in accordance with relevant laws and regulations, combined with the actual situation of this municipality, in order to strengthen the management of urban road traffic in this municipality, rationally utilize urban road resources, standardize vehicle parking, and ensure smooth traffic safety. Article 2 The term "temporary parking on urban roads" as mentioned in these Measures refers to the use of automatic payment equipment set on urban roads and the corresponding temporary parking spaces (hereinafter referred to as temporary parking facilities) for parking. Article 3 Units and individuals that set up and use temporary parking facilities in the urban areas of this Municipality shall abide by these measures. Fourth city public security traffic management department is responsible for organizing the implementation of these measures.

the municipal departments of urban management, urban management administrative law enforcement, urban planning, finance, price and so on shall cooperate in the implementation of these measures within their respective responsibilities.

the city has established an urban road temporary parking management service center (hereinafter referred to as the management center), which is under the centralized management of the municipal public security traffic management department, and is specifically responsible for the setting, charging and management of urban temporary parking facilities. Fifth temporary parking facilities should be arranged according to the overall urban planning and urban road traffic planning.

the municipal public security traffic management department shall, jointly with the municipal urban management department, organize the preparation of the urban road temporary parking plan according to the urban road traffic planning, and report it to the municipal people's government for approval after being audited by the municipal urban planning department.

the management center shall formulate a specific implementation plan according to the planning plan, and implement it after being approved by the municipal public security traffic management, urban management and urban planning departments. Article 6 The management center shall clearly indicate the use method, charging standard, charging method, parking time and use code of temporary occupied parking facilities within the scope of temporary occupied parking facilities, and improve parking signs, markings and other facilities according to the provisions of relevant road traffic management laws and regulations. Seventh management center should strengthen the maintenance of temporary parking facilities, to ensure that the facilities are in good condition, clean and smooth. Article 8 The management center shall establish a complaint system, set up a complaint telephone number and accept social supervision.

after receiving the complaint, the management center shall handle it within 15 working days and reply to the complainant. Article 9 If it is necessary to temporarily close temporary parking facilities due to emergency traffic diversion or emergencies, the municipal public security traffic management department may take corresponding measures.

if it is necessary to stop, cancel or relocate temporary parking facilities due to urban infrastructure construction or large-scale group activities, the relevant departments shall go through the examination and approval procedures according to law and notify the municipal public security traffic management department in writing in advance. Article 1 Where temporary parking facilities are used to park vehicles, the parking person shall park the vehicles in order according to the designated parking spaces, and pay the temporary parking fee according to the standard. Article 11 The charging period for using temporary parking facilities shall be as follows:

(1) It shall be charged every 15 minutes from 7: 3 to 23: 3; Less than 15 minutes, according to 15 minutes; More than 15 minutes, according to the standard of overtime charges.

(2) Free parking will be implemented from 23: 3 to 7: 3 the next day.

(3) If two or more parking spaces are occupied, the parking spaces actually occupied shall be charged.

the charging standard for temporary parking in occupied areas shall be set by the government, which shall be approved by the municipal price department according to law, and the charging standard shall be unified. Article 12 The management center shall charge temporary parking fees according to the standards approved by the municipal price department, make public the fees, and accept the supervision and inspection of the price department.

if the management center is managed by an integrated circuit card (IC card), the user shall not be charged a deposit. If it needs to be collected, it shall go through the examination and approval formalities with the municipal price department according to law. Thirteenth management center to collect temporary parking fees, belonging to public service charges, the implementation of two lines of revenue and expenditure management, all income turned over to the municipal finance. Fourteenth the use of temporary parking facilities, parking people should take good care of their own vehicles and property. During the parking period, if the vehicle or property is lost, the management center will not be liable for compensation. Article 15 No unit or individual may commit any of the following acts:

(1) Vehicles carrying inflammable, explosive and other dangerous goods use temporary parking facilities to park;

(2) stealing automatic payment equipment;

(3) Dismantling or damaging temporary parking facilities without authorization;

(4) posting or hanging advertisements, signboards, slogans or other articles on automatic payment equipment without authorization;

(5) daubing and scribing on automatic payment equipment;

(6) other acts that infringe on temporary parking facilities. Article 16 In violation of the provisions of Article 1 of these measures, if the parking person fails to pay the temporary parking fee in accordance with the regulations, the municipal public security traffic management department shall impose a fine on 8 yuan according to the illegal parking, or take compulsory measures such as trailer and car lock according to law. Seventeenth in violation of the provisions of article fifteenth (1), (2) and (3) of these measures, the public security organs shall be punished in accordance with the regulations of the people's Republic of China on administrative penalties for public security; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Eighteenth in violation of the provisions of article fifteenth (four), (five) and (six) of these measures, the municipal urban management administrative law enforcement department shall order it to make restitution, compensate for the losses, and may impose a fine of not more than 2 yuan. Those who violate the administration of public security shall be punished by the public security organs in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security.
