Article 2: These regulations apply to cities and towns across the state, township government locations, state-owned farm locations, border trade ports and tourist attractions. Article 3: State, county, town (township) people's governments shall incorporate urban city appearance construction and environmental sanitation into national economic and social development plans, and organize their implementation. Article 4 The state, county, town (township) people's governments shall strengthen the publicity of scientific knowledge on urban appearance and environmental sanitation, improve the environmental sanitation awareness of all ethnic groups, and develop good hygiene habits. Article 5 All units and individuals shall respect the work of city appearance and environmental sanitation staff and shall not hinder or obstruct city appearance and environmental sanitation staff from performing their duties. Article 6: All units and individuals within the jurisdiction of this state must abide by these regulations. Chapter 2 Management Organization Article 7 Urban city appearance and environmental sanitation work shall implement the principles of unified leadership, divided responsibilities, and the combination of professional management and mass management. Article 8: The urban and rural construction administrative departments of state and county people's governments shall be responsible for the urban appearance and environmental sanitation work within their respective administrative regions.

Town (township) people's governments and state-owned farms may set up full-time or part-time management personnel as needed to be responsible for city appearance and environmental sanitation management in the region. Article 9 Responsibilities of the city appearance and environmental sanitation administrative departments of state and county people's governments:

(1) Implement national, provincial and state laws, regulations and policies related to city appearance and environmental sanitation management.

(2) Formulate state and county city appearance and environmental sanitation development plans and annual plans respectively, and organize their implementation.

(3) Carry out environmental sanitation publicity and education, supervision and inspection, effect evaluation and technical guidance.

(4) Administrative penalties shall be imposed on illegal acts in accordance with these Regulations and other laws and regulations. Article 10: Patriotic health campaign committees at all levels should be responsible for relevant coordination, inspection and publicity work within the scope of their duties, and actively carry out patriotic health campaigns. Article 11: The departments of industry and commerce, public security, health and epidemic prevention, etc. shall cooperate in the management of urban city appearance and environmental sanitation in accordance with relevant laws, regulations and the provisions of these Regulations. Chapter 3 Urban Appearance Management Article 12 All units and individuals shall keep buildings clean and tidy, and shall not place or hang objects indiscriminately on street-facing buildings that impede the city's appearance.

Outdoor advertisements, slogans, galleries, showcases, etc. must have healthy content, beautiful appearance, standardized writing, and be regularly maintained, painted, or dismantled. The installation of large-scale outdoor advertisements must obtain the consent of the administrative department for city appearance and environmental sanitation, and go through the approval procedures in accordance with relevant regulations. Article 13 Street-facing trees, hedges, flower beds (pools), lawns, etc. must be kept neat and beautiful. The management unit, individual or operator shall remove the residue, branches and leaves left behind by cultivation, renovation or other operations in a timely manner.

Posting, graffiti, and engraving on town buildings, public facilities, and trees are prohibited. Article 14 Units and residents facing streets shall be responsible for cleaning and greening their doors in accordance with the designated scope and requirements. Article 15 All vehicles carrying goods must be properly loaded, bundled and covered, and must not be thrown or leaked along the street. Article 16 Environmental sanitation facilities shall be reasonably laid out and shall not affect the appearance and appearance of the city. Article 17 Poultry and livestock must be kept in captivity and the environment must be kept clean and hygienic.

Dogs are prohibited in cities and towns, unless otherwise specified. Chapter 4 Urban Environmental Sanitation Management Article 18: Environmental sanitation stations are responsible for the cleaning and cleaning of main streets in cities and towns, and the sub-district offices are responsible for organizing dedicated personnel to clean and clean other streets, alleys and residential areas.

Governments, groups, military units, enterprises and institutions shall be responsible for cleaning and cleaning according to the health responsibility areas designated by the administrative department of city appearance and environmental sanitation.

This unit is responsible for cleaning and cleaning of public places such as airports, stations, parks, and scenic spots.

The competent departments will organize dedicated personnel to clean and clean urban markets. Practitioners are responsible for cleaning and cleaning various stalls. Article 20: All collectives and individuals who set up stalls or outlets on the streets must pay sanitation management fees in accordance with regulations.

Shops and individuals approved to operate cold drinks, fruits, cooked food, eggs and other items on the street must strictly implement food hygiene laws and regulations, set up their own garbage collection containers, and collect garbage generated during the operation. Remove all garbage and ensure food hygiene and environmental hygiene. Article 21 The administrative department of city appearance and environmental sanitation shall uniformly set up garbage dump sites and garbage disposal sites according to the plan. All units and individuals must dump garbage at designated locations. Article 22 All kinds of garbage and waste containing germs, viruses, poisons and other substances generated by medical and health departments, scientific research institutions, other relevant enterprises and institutions, and individual practitioners must be disposed of in accordance with relevant national regulations.
